Hauptaufgaben

Responsible for supervision, direction, control, and policy development for the Work Management and Estimation Branch. Manages work as it is processed through the work management cycle from reception to work accomplishment. Follow-up with the customer to ensure work meets customer satisfaction. Provide oversight and quality assurance of project scope estimates ensuring development of realistic, achievable and affordable project scopes that meets the customer's needs while complying with the Installation Design Guide, Installation Master Planning Visions, Unified Facilities Criteria, Installation Management Command guidance. Supervises the telephone reception of structural, mechanical, electrical and facilities related repair requests. Ensure that all valid repair requests are dispatched to the proper DPW shop for accomplishment and that the proper shop code, task code, priority code and accounting codes are established for each repair request. Oversees and ensures the accuracy of the required data entered into the General Fund Enterprise Business System by subordinates throughout the work management cycle. Performs a variety of assignments, which range from routine to complex and unique in nature. Initiative, ingenuity and judgment are required to adapt existing guidelines or establish new guidelines required in accomplishing a task.
Partner in bi-annual building manager training sessions for customers to ensure they understand their role and responsibilities when requesting work and to familiarize them with DPW work management systems and service standards, prioritization methodologies, and available status reports for their monitoring service order and work order execution. Ensures that job orders are reviewed and have adequate plans, drawings, material takeoffs and estimated cost data. Prior to scheduling, must consider the availability of specific trade work skills, availability of materials, and criticality of work. Adequate work must be scheduled to assure that skilled trade personnel are being fully utilized based on proper job prioritization. Maintains records and visual aids to reflect the status of jobs planned, and in-progress. Responsible for successful job coordination with facility users where DPW projects are being accomplished. Manages the work reception, prioritization, estimating, scheduling and work coordination functions for the DPW. Conducts multiple professional engineering studies of DPW activities and monitors quality assurance of DPW work to determine means work simplification, standardization, and production control. Prepares recommendations and alternatives for consideration by the supervisor and DPW Director. Coordinates and directs the implementation of new or revised procedures, techniques, methods and systems to improve processes or products. Ensures work is correctly identified and recorded as Service Orders, Individual Job Orders or Standard Operation Orders and that data is correctly entered in the GFEBS, allowing for accurate work status and cost accounting reports. Provide monthly status reports to customers. Determines causes of unfavorable trends and variations, makes authoritative recommendations on corrective actions required, and oversees and assists in the accomplishment of such actions. Keeps abreast of developments and trends in engineering sciences, techniques, and standards as well as the regulatory framework affecting internal operations, and insures necessary changes are implemented. Coordinates closely with the Operations and Maintenance Division in the management and execution of the preventative maintenance program.

C-7a:

E&T Levels I thru III and IVA: Not creditable for positions in this occupational series.

E&T Level IV B, C and D: Completed education, training and certification as a Techniker/Technikerin für Betriebswissenschaft, or Meister Diplom in a trades, crafts or industry field, or graduation certificate from a technical institute (Techniker Schule (Berufsfachschule)) in an area of specialization that is related to the duties of the position, or staatlich geprüfter Betriebswirt; PLUS 4 years of job related experience as defined below.

E&T Level V: Graduation from a University or equivalent, e.g., a Fachhochschule, the Berufsakademie, or a Technische Hochschule as Wirtschaftsingenieur, REFA Ingenieur, Ingenieur des Maschinenwesens, der Elekrotechnik oder des Bauwesens; PLUS 3 years of job related experience as defined below.

Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.

Job related Experience: Experience in conducting surveys to evaluate performance in an organization, to develop changes for achieving effectiveness and to improve utilization of men, money and material in organizations.

• German driver's license class B desired.

• Office automation skills are required.

• GFEBS/SAP experience required.

LANGUAGE PROFICIENCY LEVEL:

English AND German Language Proficiency level C1.

• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
