Hauptaufgaben

Reports directly to the Engineering Division, Design Section Supervisor and is responsible for the timely execution of the projects assigned for the Fiscal Year (FY) to meet the expense requirements for the FY budget. Develops and/or reviews constructions specifications, work descriptions/scope of works, criteria of specific material or work and other engineering requirements of repair, maintenance, installation, and construction type projects for infrastructure, utilities, horizontal, and vertical features of work. Advises and consults customers and leadership on most economically and technically feasible course of action for projects(s). Attends meetings and site visits through project development, acquisition, and construction periods. Coordinates with colleagues of different engineering disciplines, as required per project, and integrates their findings and recommendations to develop a complete and usable project packet consisting of technical specifications, drawings/plans and Independent Government Estimates (IGE). Similarly the incumbent is responsible for providing support to colleagues on their projects when interdisciplinary input is required. Develops and prepares the IGE consisting of material/work description, equipment, labor hours, unit price, units of measures, and quantities, developed from site investigations, plans/drawings, specifications/requirements and customer/mission needs. Analyses and recommends best course of action to prioritize and protect the financial interests of the Government but still providing the best quality end product possible. Required to prioritize estimate line items, Base vs Option, for the Regional Contracting Office (RCO) in the event that the cost of features of work significantly exceed the budget of the project. Is up to date with the latest industry practices through networking, catalogs, training courses, and workshops and implements these practices to provide cost effective, innovative, and sound solutions. Prepares and/or receives drawings prepared by engineering draftsmen for technical correctness. Prepares engineering computations for project developed for technical correctness. As directed by the Section Supervisor executes site visits and rough estimates to support the Directorate of Public Works (DPW), Business, Operations and Integration Division, Work Management Branch. Designs and prepares drawings, IGE's and Scope of Work for several contracting mechanisms to include but not limited to IDIQs, and IFBs. Reviews contractor bids as necessary and provides IGE adjustments as necessary. Evaluates user change requests for the most cost effective and practical construction practices. Attends or conducts various meetings such as site visits, pre-award meetings/briefings, pre-construction meetings, final acceptance meetings, etc., with customers and in-house technical personnel, architect/engineers, contractors, contracting officers, and occasionally with lawyers and auditors. Refers all contractor disagreements of deficiencies in writing to the contracting officer for resolution if the deficiency is not corrected after due notice by the COR to the contractor. Provides input for Real Property data base updates. Responsible for building relationships within the DPW Divisions to include the different Branches within the Engineering Division, stakeholders/end-users, and the RCO. Through these lines of communication the incumbent will provide support to the Contract Management/Inspection Branch and RCO in the event that an issue or an unforeseen circumstance is encountered at the job site and a modification is warranted. Customers and users need to be included in these lines of communication so as to be kept abreast of project issues and changes as well as be included during design and technical reviews for their awareness. Leadership will be kept abreast of any major changes to projects that have an impact to change in cost and period of performance. Additionally, the incumbent is required to communicate in advance when a project deadline will not be met specifically to FY Design List deadlines assigned by the Branch Supervisor. Work includes CAD and graphic design presentations utilizing programs including Bentley Micro Station, ArcGIS, Adobe Photoshop, Adobe Professional and MS Office. Develops and provides custom electronic maps, drawings and other graphic products as required.

E&T Levels I thru IV: not creditable for positions in this occupational series.

E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.

• German driver's license class B desired.

LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency level B2 required.
