    POSITION DUTIES AND QUALIFICATIONS

    SUMMARY OF DUTIES:

    Provides financial oversight of a major city-wide program or comprehensive financial services to a large department, or group of small departments, including budget development and monitoring, financial reporting and analysis, grant management, accounts receivable, purchasing, accounts payable, rate setting, and implementation of strategic plans.

    The Finance Specialist position at the City of Tucson's Business Service Department compiles, reviews, and reconciles financial data to prepare financial statements of a governmental entity in accordance with generally accepted accounting principles (GAAP). This position formulates policies and procedures for the assigned tasks, works with various stakeholders, and tracks and monitors financial recordings for assets, liabilities, equity, including capital outlays and capital improvement projects. The Finance Specialist will participate annually in the City's Annual Comprehensive Financial Reports (ACFR).

    Work is performed under the supervision of the Finance Manager. This position exercises supervision over accounting personnel.

    Duties and Responsibilities

    Financial and Capital Asset Reporting (30%) - Essential
    Prepares monthly and annual financial statements in accordance with GAAP for management's review using the City's Enterprise Resource Planning (ERP) system, Microsoft Excel, Word and all required notes for the capital section of the financial statements. Analyzes new standards set by the Governmental Accounting Standards Board (GASB) and its potential effect on reporting.

    Account Reconciliation and Review (30%) - Essential
    Reviews, reconciles, and analyzes various general ledger accounts including Assets with focus on capital assets and projects, liabilities, andequity in accordance with GAAP. Works daily with accounting staff on these tasks using the ERP system, Microsoft Excel and Word to ensure that all balance sheet accounts are properly maintained.

    Financial Audit (15%) - Essential
    Assists in preparing and compiling supporting audit documents using the City's ERP system or other software. Responds to auditor questions via email, during meetings, or by providing supporting documents.

    Supervision and Support (10%) - Essential
    Supervises one or more full-time employees, giving direction and guidance. Reviews and implements personnel actions, including employee hiring actions, training sessions, and evaluations. Reviews and approves employee timecards and time-off requests. Collaborates with peer finance professionals and various departments to address emerging issues.

    Financial procedure Development (10%) - Essential

    Prepares fund procedures and other written accounting and training documents using Microsoft Word, Excel, and PowerPoint on an ongoing basis to assist and guides others.

    Other Duties (5%) - Non-Essential
    Performs all other duties and tasks as assigned, including special projects.

    MINIMUM REQUIRED QUALIFICATIONS:

    Education:

    Bachelor's degree

    Work Experience:

    Three (3) years of directly related

    or a related field.

    Work Experience:

    Three (3) years of experience preparing financial statements; balance sheets, income statements and cash flow statements.

    Active license as a Certified Public Accountant (CPA)
    Experience in governmental accounting focusing on preparing fund financial statements
    Experience working with financial auditors
