    Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.

    Hauptaufgaben

    Leads a group of Registration Clerks. Assigns work and conducts quality control of completed work. Quality control consists of reviewing and making corrections to all transactions, funds, plate destruction, and issued temporary plates to ensure all transactions are meeting Department of the Army and USAREUR regulations and directives, as well as the Status of Forces Agreement (SOFA) and applicable German laws. Controls work schedule and requests overtime. Conducts weekly inventories of controlled items (license plates, renewal decals, SMOG control stickers, stamps, registration forms). Conducts monthly accountability inventories of controlled items and prepares end of month report showing adjustments and reasons for the adjustments. Conducts weekly briefings for in-processing and out-processing personnel as part of the area's central processing office. Provides special briefings for incoming reserve units, local military units, and as part of sergeants' time. Overviews employees and recommends training. Overviews the conduct of office employees and recommends training. Conducts on-the-job training. Resolves complaints of employees. Recommends incentive and impact awards. Maintains current knowledge of pertinent information and answers questions from employees on procedures, policies, and directives. Interprets Department of the Army, Status of Forces Agreements, and US Army Europe regulations to provide customers with appropriate means to register vehicles and weapons. Reviews German documents for German vehicles being registered in the US Army System. Empowered to make decisions for allowing registration of vehicles and weapons in which documents, presented by customers, may not be the exact document required but contains the exact data needed to complete the transaction. Provides guidance to Commanders pertaining to vehicle and weapons registration procedures and informs them of changes when they occur. Maintains control and accountability over the issue, retrieval of all USAREUR license plates to include the transmittal of plates for destruction. Determines and ensures that all vehicle transfers between US personnel, sales of US privately owned vehicles (POVs) to foreign nationals, and sales of foreign national vehicles to US personnel are accomplished in accordance with governing directives, regulations, and German Customs laws. Notifies the Military Police and appropriate commanders of personnel who are in violation of these regulations and standards. Screens departing personnel for proper clearance of records with the USAREUR Motor Vehicle Registry and ensure proper disposition of vehicles and weapons. Coordinates on a daily basis with the USAREUR Motor Vehicle Registry to obtain timely computerized vehicle registration data for use by military and host nation law enforcement authorities. Maintains statistics on initial registration, transfers, and registration termination for POVs and weapons. Operates data entry and retrieval terminal with word processing capability. Maintain proficiency of pertinent computer based products. Reviews all station inputs to the Motor Vehicle Registry Computer for accuracy. Coordinates with inspection station personnel to ensure completion of inspection and reasons for failure. Coordinates with vehicle shipment contractor on arriving and departing shipments. Coordinates with drivers testing station personnel to ensure personnel are properly licensed before registering motor vehicles. Requests exceptions to policy on behalf of customers form USAREUR Motor Vehicle Registry for situation arising from Temporary Duty Assignments, emergency leaves, deployments and other unexpected situations. Based on approved exceptions, requests and obtains control numbers to waive fees. Ensure the proper handling of daily transactions of money by receiving, processing and accounting for an annual average of $900, Insures that suspense and follow up file systems are maintained up-to-date for reference and control purposes. Has to conduct periodic (daily/weekly/monthly) inventories; community daily activity reports (CDAR); daily and weekly print-outs, packing lists, transaction tickets; is responsible for preparing equipment for proper destruction, all exceeding 10 months, etc. Must balance the daily fees for the transactions conducted ensuring all checks are properly filled out. Must resolve any shortages or overages, make proper corrections, and ensure the same amount is reflected by the end-of-the-day count. Transports official mail to the Post Office at the close of the business day. Receives and acts on telephonically, written and/or personal inquiries from individuals, unit commanders, German authorities, insurance companies, lawyers, etc. Provides information/data pertaining to office functions, internal operation, procedures and other matters connected with the registration of POV's and firearms (e.g. ownership, liens, expiration of registration, etc.). Prepares and types a variety of material such as endorsements, letters, reports, memorandums etc. on basis of rough drafts, verbal instructions, with responsibility for format, spelling, punctuation, arrangement, spacing and assembling of supporting material and information from activity's record and files. Assembles outgoing correspondence, insuring presence of prescribed enclosures and annotation of proper distribution. Operates a computer linked VERINET data entry and retrieval terminal with word processing capability. Uses alphabetical and numerical keyboard as well as, prescribed codes, commands and symbols to transcribe data and information from a variety of source documents. Examines source documents or instruction sheets to determine information to be transcribed and applicable program. Corrects obvious errors and/or consults originator to verify correctness. Assures correctness and completeness of data/in formation entered into the system. Retrieves data/information either on the screen or requests printout form. Maintains records, reports and files for reference purposes IAW established filing procedures. Keeps record books on all outgoing mail; permanent, NON-OP registrations, license plates and supporting documents; DWIC's etc. Keeps several administrative files for reference purposes. Notes, posts, changes, additions and deletions to maintain regularity material current. Makes periodic inventories of all accountable forms, decals, registrations. Prepares recurring and special report on organization's activities, forwards reports to proper destruction's. Keeps updated authorized signature information from major commands within DESs area of responsibility. Returns expired or canceled permanent plates to USAREUR and keeps log books.

    Performs other duties as assigned.

    Qualifikationsanforderungen

    C-5:

    E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

    Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

    E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
    E&T Level III and above: No additional experience required.E&T Level III und hoeher: Keine zusaetzliche Erfahrung erforderlich.

    Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

    Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

    Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled

    • German driver's license class B desired.

    • Office automation skills are required.

    LANGUAGE PROFICIENCY LEVEL:

    • English Language Proficiency level C1 AND German Language Proficiency level C2 required.
