    Up to 10%Type of Travel: Outside Continental US* * *What You'll Get to Do:As an AFRICOM Information Operations (IO) Expert – OPSEC and Special Activities Advisor, you will provide IO and special activity support to AFRICOM.

    You will analyze and produce IO products and assessments which evaluate friendly and adversary operations, capabilities, objectives, and gaps as they pertain to the IO mission.

    This includes, but is not limited to, supporting AFRICOM with the synchronization and assessment of messaging across all programs; melding strategic goals with capabilities through strategic engagement in order to identify future requirements and potential shortfalls; providing liaison capabilities; and examining organizations, systems, processes, interoperability, technology, and personnel.

    You will conduct research, build IO capabilities, and develop and executing IO plans.

    You will support AFRICOM's multi-tiered sensitive compartmented program by providing operational and strategic planning expertise to support the development and implementation of sensitive compartmented plans and activities.

    You will collaborate and coordinate with stakeholders to identify, develop, and synchronize intelligence requirements in support of AFRICOM operations.

    You will also develop and implement a formalized, coordinated, sustainable, automated, and assessable process for the management of AFRICOM's ACCM system.


    More About this Role:


    Integrate and synchronizing theater IO efforts into IO plans and operations in support of current and future OPLANs, CONPLANs, OPORDs, etc.

    Review all Operations Security (OPSEC) plans and activities to ensure they are in accordance with command guidance.

    Analyze the development of processes and organizations and the allocation of IO responsibilities and tasks coordinated with intelligence and operational organizations across the region.

    Assist with the analysis and implementation of IO, Special Technical Operations (STO), Strategy and Policy (S&P), and space tools and capabilities.

    Assist with the development of Continuity of Operations (CONOPS) and requirements for IO capabilities and programs that will enhance warfighting capabilities.

    Identify how the Government can utilize IO, STO, and Special Access Program (SAP) capabilities to enhance current operations, crisis response, and FP.Assist with Indications and Warnings (I&W) analyses.

    Coordinate with other IO stakeholders across AFRICOM, DoD, and the broader interagency community to foster innovative solutions to improve processes and procedures and to promote IO objectives.

    Prepare briefings and providing Request for Information (RFI) responses as required by the Government.

    Support IO-focused assessment efforts which include assisting with the development of tailored MOE and MOP.Develop, nominate, and coordinate requirements within AFRICOM and with the JS, other Combatant Commands, and other Government stakeholders.

    Coordinate support across the tactical, operational, and strategic information spectrum throughout AFRICOM, the JS, other Combatant Commands, and other Government stakeholders.

    Develop and maintain SOPs to facilitate multidisciplined support to Government stakeholders.
    Maintain a thorough awareness of worldwide intelligence activities as they relate to Government guidance.

    Review program regulations and identify and draft potential changes and edits in coordination with AFRICOM.Coordinate the development of overarching AFRICOM policies and instructions for Special Activities.

    Coordinate the development of AFRICOM policies and instruction for the implementation and execution of the ACCM program.
    Assist with ACCM planning activities.

    Support and sustain the automated workflow processes for ACCM from the identification of the access requirement through briefing and then debriefing.

    Develop and implement an initial and annual plan of instruction in accordance with the instructional system development model.

    Maintain and execute assessment processes and criteria for tracking personnel given access to ACCM.Maintain and execute assessment processes to determine efficacy in coordinating cross-Combatant Command clearance transmission.

    Respond to the annual reporting requirements for the ACCM control office.

    Assist with all exercises' ACCM requirements with pre-exercise planning and the development of a trusted agent network for ACCM access.

    Assist AFRICOM with the maintenance of ACCM program training and develop a way forward to transition to the Need-to-Know Management Module (NTKMM) database to maintain ACCM program rosters.

    Serve as the collateral security manager.


    You'll Bring These Qualifications:


    Active TOP SECRET/SCI ClearanceA MA or MS in an appropriate discipline related to IO planning, policies, training, and operations with 3 years of experience; or, a BA or BS in an appropriate discipline with 6 years of experience; or, an Associate's Degree with 9 years' experience10 years of experience as an Operations Planner at Joint Staff (JS), Office of the Secretary of Defense (OSD), CCMD, Component, Service, or Agency Staff.5 years of experience in IO or a related Information Related Capability.

    OPSEC Level 2 qualification.
    Experience managing special program access.
    Complete working knowledge of the JPP, Joint Operation Planning and Execution System (JOPES), and APEX planning formats and guidance.
    Excellent written and verbal communications and briefing skills.
    Experience with Microsoft Office Applications.

    These Qualifications Would be Nice to Have:
    Graduate of the Joint IO Planners Course.
    OPSEC Level 3 qualification.
    STO Planners Course.
    Joint MILDEC Course or SOF MILDEC Course.
    Experience in the AFRICOM AoR.

    In line with the terms of this Contract, the AFRICOM Operations, Plans and Training Support (AOPTS)

    Program provides for:

    Living Quarters Allowance (LQA) at State Department ratesAn Education Benefit for dependent children K-12 at the DoDDS ratesShipment and delivery of Household Goods (HHG) up to 18000 lbs.

    Shipment and delivery of one privately owned vehicleOverseas relocation travel for the employee and SOFA-approved family members for up to 60 daysRelocation lodging and per diem and the 75% rateOne rental car and fuel for up to 60 daysTransportation fares or mileage during relocationThe AFRICOM Operations, Plans and Training Support (AOPTS) Program is a Cost-plus-Award Fee Task Order with a Base plus Five Option Years.

    It was awarded 29 January 2020 under the One Acquisition Solution for Integrated Services (OASIS) – Pool One Contract.

    The period of performance ends 28 January 2026.Employees on this task order are required to be granted status under Articles 72 or 73 of the NATO Status of Forces Agreement (SOFA) before they may begin work in Germany, Italy or on the territories of other NATO SOFA signatories.
