    Thisopportunity is offered by the Chair for Philosophy and History of Science andTechnology at the TUM School of Social Sciences and Technology (SOT).

    TheResearch Fellow will be a member of the PHIL_OS research team for 20 months,starting preferably in January until August . The Chair for Philosophyand History of Science and Technology, which hosts the PHIL_OS project,comprises an interdisciplinary, public-interest-minded, international andimpact-oriented team based at the TUM SOT. We have world-leading expertise inthe philosophy, history and social studies of Open Science, data-intensiveresearch and the governance of data and AI. The Chair is located within theDepartment of Science, Technology and Society, which is dedicated to understanding the larger social, political, ethical and legaldimensions of science and technology. Embedded in TUM's unique innovationecosystem, we are committed to enabling a more responsible and sustainableengagement with science and innovation through social science research,teaching and public dialogue – often in collaboration with partners fromtechnical fields. The TUM STS community strives to provide new intellectual andpractical resources for dealing with the challenges of highly technologizedsocieties, and to train future leaders with a unique sensibility for thecritical interface between science, technology and society. As one of Europe's largesthubs for STS, we are a lively intellectual community of 70+ researchers from numerousdisciplines and fields of specialization. As a department, we deliver 2Master's programs and design STS content for the School's PhD program. We offerregular public lectures and symposia, weekly discussion groups, and visiting researcherprograms. We maintain close collaborative ties to other parts of TUM as well asto leading HPS and STS centers in Germany and around the world.

    Aboutthe PHIL_OS project

    "Philosophy of Open Science for DiverseResearch Environments" is a project funded by a European Research CouncilConsolidator Award under the leadership of Sabina Leonelli, dedicated to thephilosophy, history and social studies of open research. The project, which relocates to TUM from the University of Exeter inSeptember , aims to develop an empirically grounded philosophy of OpenScience [OS] that emphasizes the diversity of research environments around theworld and articulates the conditions under which OS can leverage such diversityto promote good research practice. Hence the project has a specific emphasison how the Open Science intersects with day-to-day research conditions in thebiological and biomedical sciences, and particularly the diversity of researchpractices ('epistemic diversity') and the unequal resources available toscientists in different domains and locations ('epistemic injustice'). Projectmembers interface with the philosophy, history and social studies of sciencecommunity, as well as research in metascience, science and internet governance,responsible innovation, digital cultures and justice/fairness. The project isalso active in science policy and scientific debates, including on the developmentof research infrastructures, transformations in publishing and applications ofopen science principles within the crop and health sciences.

    The OS movement is transforming research,with OS policies adopted around the globe and widespread agreement onimplementing key OS principles like openness, transparency and reproducibility.However, the philosophy of science underpinning the OS movement has not beenclearly articulated. Moreover, there are significant epistemic risks inimplementing OS across widely different research settings, such as themarginalisation of contributions from low-resourced environments. This raisesquestions about the relation between open and good science. To address theseconcerns, this project combines a philosophical analysis of theepistemic significance of research environments with empirical research onhow researchers working in different environments enact and conceptualise OS.This "philosophy of science in practice" [PSP] approach is ideally suited toinvestigating the meaning and implications of OS for the conduct of research.Building on the PI's experience as OS advisor, this project extends PSP bygrounding conceptual analysis of scientific practice on qualitativeresearch as well as collaboration with scientists and policymakers.We aim to develop a novel conceptualisation of OS that reframes its keyprinciples by outlining how exchanges across environments can boost researchexcellence (the foundations for this approach are described in Philosophy ofOpen Science, an Open Access Elements book authored by Leonelli in : Formore details and examples of the research carried out so far, see the projectwebsite: lang="EN-US"> .

    Requirements(similar for both available positions)

    The successful applicant will beresponsible for WP5: Implications for science and science policy, which aims todevelop recommendations that translate the philosophical framework created bythe project into actionable policy. The project findings so far, as well asLeonelli's overall body of work, point to the critical importance of takingdiversity into account when selecting research directions and providingbaselines for what counts as good research practice and outcomes. These areserious concerns for scientific governance and related policy, especially at amoment where questions of identity, inclusivity and locality threateninternational initiatives and transnational networks. WP5 will explore globalstandards for OS practice, OS measures to improve capabilities within diverseresearch environments, and ways in which policy discourse on OS could bemodified in response to the findings of the project. The Research Fellow willalso be invited to reflect on the nature and implications of attempts to createbridges and connections between science policy and philosophical and empiricalresearch in science studies, thereby helping to develop methodologies ofrelevant to this relatively novel endeavor.

The candidate also brings the following qualifications:

  • PhD or equivalent qualification/experiencein science policy, the philosophy, history and/or social studies of science ora related field of study.
  • Demonstrated interest in Open Science and itsimplementation
  • Excellent written and verbal communicationskills, with existing connections to Open Science initiatives and experience incontributing to the governance of scientific institutions as a plus.
  • Able to communicate complex and conceptualideas to a range of groups.
  • Able to balance the pressures of research,administrative demands and competing deadlines.
  • An understanding of the importance ofequality and diversity within an organisation and a commitment to helpingcreate an inclusive culture.
  • Interestand ability to engage in organizational tasks supporting the PHIL_OS project,such as developing events to engage project members and associates
  • Interestand ability to develop funding applications both nationally and internationallyin collaboration with the PHIL_OS team
