    Hauptaufgaben

    Serves as program analyst responsible for providing professional support to other program analysts within the Business Operations and Integration Division as a member of the Work Management Branch. Analyst will have responsibility for various Work Management programs and sub programs. Responsible for providing management analysis services to the DPW organization, serve as the BOID point of contact for other units. Proficient in GFEBS and cProjects and uses to both initiate, track, manage, and approve DPW and customer projects and priorities. Works with DPW and customers to ensure 4283 forms are filled out completely and properly, and notifies customers of project status. Releases projects (L1) in GFEBS and cProjects to the Resource Management Office (RMO) for further project processing, contract award, and funds obligation.
    Additional duties include monitoring heating fuel levels and management of heating fuel contracts and/or purchases as required to ensure uninterrupted heating operations. Prepares Purchase Request and Commitment (PR&C) documents and routes them to RCO when applicable purchase limits and authority are reached. Monitors purchased items and services until delivered and completed. Maintains procurement files, ledgers and vendor catalogs/brochures. Maintains bidders and suppliers lists for future purchases. Reconciles records with the RCO and Finance and Accounting Office.
    Serves as the Government Purchase Card (GPC) cardholder (CH) for USAG Stuttgart DPW BOID. Ensures that all purchases are authorized, funded, proper, legal, economical, and satisfy a bona fide need. Tracks and verifies receipt/acceptance of all purchases. Coordinates with the program and budget office on all GPC purchases as required. Maintains a GPC file of all purchase records. Reconciles all transactions within three business days at the end of the billing cycle. Resolves any discrepancies with the Billing Official or questionable transactions with the Vendor as they arise.

    Description of the Education & Training Levels:

    E&T Levels I and II: not creditable for positions in this occupational series

    E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 3 years of job related experience as defined below.

    E&T Level III B and C: 3 years of job related experience as defined below.

    E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 2 years of job related experience as defined below.

    E&T Level IV D: 2 years of job related experience as defined below.

    E&T Level IV B and C: are not creditable for positions in this occupational series.

    E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 1 year of job related experience as defined below.

    Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.

    Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.

    Training: Selectee must complete mandatory training, as directed.

    Office automation skills required.

    English and German Language Proficiency Level C1 required.
