    Hauptaufgaben

    Monitors and evaluates and contract requirements; contractor performance; and overall contract terms from inception to conclusion, for services such as vital patient care cleaning, ancillary cleaning, and where required special project cleaning services such as stripping, waxing, one time cleaning and emergency service.
    Contract Surveillance: Develops and modifies surveillance techniques and procedures necessary for contractor performance evaluation. Evaluates and approves/disapproves the contractor's cleaning schedule and quality assurance surveillance plan to assure compliance with the appropriate LRMC standards. Reviews, approves, investigates, analyzes, and evaluates contractor performance to ensure contractual compliance to meet Joint Commission on Accreditation of Health Care Organizations (JCAHO) accreditation requirements. Reviews maps, engineer drawings and/or blueprints for new buildings and newly renovated buildings to determine the type of cleaning required. Independently completes measurements of areas to determine the number of square meters to be cleaned and adjust payments for square meters corrected within the contract. Makes independent assessment as to whether the contractor has performed satisfactorily and advises the contractor when re-performance is required; Is authorized to commit the government under specifications of the housekeeping contract to increase or decrease the number of areas cleaned. In consultation with Resource Management, determines if funds are additional required for any change to the contract. Conducts quality assurance surveillance inspections to document the quality of housekeeping work performed. Conducts site visits to Army health, dental and veterinary clinics to train QA personnel on all aspects of the housekeeping contract. Reviews semi-annual contractor customer survey to verify the level of satisfaction. Identifies contractor performance deficiencies and directs corrective action to include deductions, contract changes, or termination based on quality of work.
    Contractor and Billing Evaluation: Serves as the initial point of contact between the serviced areas and the contractor for resolution of any problems or as needed for unscheduled special requirements. Inspects contractor's training program as specified in the contract. Directs changes to work schedule and adjusts accordingly with the contractor's delegated executive for housekeeping. Coordinates safety training for all contractor personnel; arranges briefings with the LRMC Safety Officer on all safety requirements. As the COR must be knowledgeable in the responsibilities and procedures; diplomacy and ability to communicate are inherent in the job requirements, as criticism of contractor performance is likely to meet with opposing views. Recommends changes in specifications or procedures to improve the environmental conditions. Identified conditions that interfere with contractors achieving prescribed standards of performance. Reviews requests for custodial services by activities not covered by contract; prepares work schedule, determines appropriate cost, and submits data to the Contractor Officer. Is delegated appropriate authority to make deductions from contractor payment for unsatisfactory performance.
    Coordinates with the Infection Control Nurse the implementation of all cleaning products used in conjunction with the housekeeping contract; provides detailed product information and documentation to get products approved through Infection Control Committee. Responsible to provide, maintain and distribute Safety Data Sheets (SDS) for all products used within the housekeeping contract. Translates invoices, bids, cost estimates, specifications, calculations and correspondence in accordance with contract terms. Transcribe blueprints, building maps and other related material to verify contract relevant measurements. Communicates verbally and in writing with contractor to avoid housekeeping penalties. Job requires travel and a military driver's license to visit all Army clinics and facilities. Responsible for purchasing, storing, inventorying and accounting of housekeeping supplies required by the housekeeping contract. QA Specialist research at local economy and the internet to get the best open market prices for housekeeping supplies; and independently coordinates offered discounts with local procurement representatives for the best price for the US Government. Coordinates work requests with the facility maintenance contractor for repairs and new work on all buildings at Landstuhl Regional Medical Center and its Army health, dental and veterinary clinics. Verifies accuracy of cleaning performed for payment to the contractor.
    Verification of Invoices: Reviews and validates the monthly invoices for payment within the contracting office's guidelines. Specifically checks invoices received from contract firms for technical correctness and compliance with contract terms and specifications. Contract administrator to correct discrepancies between the contractor invoice and the US Government invoice. Ensures that services have actually been rendered prior to certifying and submitting invoices for payment. Ensures that contractor invoices and government invoices are processed and forwarded to the contractor administrator within established timeframes/suspense.
    Reporting: Provides daily approximately twenty (20) and weekly approximately one hundred (100) performance inspection reports to substantiate any unsatisfactory performance that may result in adverse action being taken against the contractor. Discusses problem areas with the contractor's project manager. Prepares a contract Discrepancy Report when deficiencies exceed the acceptable quality level and submits it to the Chief of Environmental Services Branch with recommendation of how much to deduct from payment to the contractor. Documents all findings and initiates corrective actions and advises the contractor's executive housekeeper or designated representative on solving problems. Prepares, revises and distributes regulatory changes to contractor for implementation. Evaluates directed changes for impact on the contract and the contractor's ability to accommodate such changes within the specifications established. Maintains complete and accurate records to document and describe contractor performance. Prepares and submits written reports to contract administrator concerning contractor performance which may be used to support the government's position while work is in progress and/or during contract disputes. Notifies contractor of safety, fire prevention, and violations and documents findings. Initiates contractual penalties, modifications, or other actions to correct inadequacies discovered. Interviews newly hired contractor personnel to ensure they possess completed police background check, required health certificates. Reviews initial, monthly and yearly personnel training conducted by the contractor and hospital staff. Provides, maintains and handles the immunization data base on all contractor personnel and advises the contractor when personnel are due for the hepatitis, tuberculosis and tetanus immunizations. Ensures that all contractor personnel information is provided to the Occupational Health Nurse.

    E&T Level I: 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

    E&T Level II: 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
    E&T Level III: 1 year of experience as defined in B below.
    E&T Level IV: No additional experience required.

    C-6:

    Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

    Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

    • Applicants must be in a possesion of a german driver license class B and able to obtain and maintain a military driver license.

    This is a temporary full-time position, NTE one year or return of permanent incumbent.

    Position may be filled at the C-5A,C-06 or at the full performance level C-6A. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor. Due to the temporary duration of the appointment selectee may not be able to reach the full performance level before expiration or termination of the appointment
