Hauptaufgaben

As the Office Engineer, is responsible to handle contract modifications and contract admininstration duties. Reviews plans and specifications, change orders, contract modification, findings of fact, claims, transfer documents, etc., to determine feasibility and adaptability, conformance to Contract requirements, preparing and/or processing periodic construction progress reports, and other construction engineering considerations. Work performance requires technical skills and a broad knowledge of: (a) engineering methods, techniques, and disciplines; (b) construction methods, techniques, materials, equipment, costs, and safety practices; and (c) contractor quality control and quality assurance requirements. Prepares and/or evaluates Government cost estimates and compares with contractor's proposal if necessary, resolves differences in quantities and unit price. Prepares or reviews findings of fact outlining necessity for making changes, justification of the cost of the changes, and justification for any additional time allowed for performance. Investigates and studies problems which have been encountered such as the disclosure of field conditions requiring change in plans, faulty construction or defective materials, labor difficulties, interpretations, and contentions by contractor that work required is beyond that included in the contract. Reviews and analyzes contract modifications or supplemental agreements for engineering necessity, feasibility, and economy considering such aspects as status of construction, best interests of the Government, conformance with original design intent, and need as to functional facility. Confers or corresponds with Resident/Area Engineer Office personnel, District Headquarters, Host Nation representatives, end using agencies, as necessary, to obtain further information. Advises the supervisor concerning field changes, contract modifications and/or construction problems which may result in contract changes or modifications. Renders technical assistance to contractors and field personnel. Conducts negotiations with contractors on large or unique modification work to establish equitable prices and realistic time allowance for modified and/or additional work. Negotiates prices to support contract modifications and claims, drawings and specifications, Government estimates, contractor's quotations, etc. Prepares findings of fact, memorandums of record of negotiations. Reviews, analyzes, and evaluates claims submitted by contractors under construction contracts. Monitor receipt of and ensures proper distribution of contractual documents.

Qualifikationsanforderungen

Description of the Education & Training Levels:

E&T Level I, II and III: not creditable for this occupational series

E&T Level IVB and IVC: A Meister Diploma or Staatlich gepruefter Techniker in a trades or crafts field directly related to the position; PLUS 4 years of job related experience as defined below.

E&T Level IV A and D: not creditable for positions in this occupational series.

E&T Level V: Graduation from a University or equivalent, e.g., Fachhochschule, the Berufsakademie,or Technische Hochschule as Wirtschaftsingenieur, Ingenieur des Maschinenwesens, der Elekrotechnik oder des Bauwesens; PLUS 3 years of job related experience as defined below.

Job Related Experience: Experience must be directly related to the area of specialization of the position and must be at a level of difficulty that compares to the grade of the position. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.

• Office Automation skills required.

• Applicant must be in the possession of a valid driver's license class B.

LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency Level C1 required .
