The Düsseldorf Government District is the most densely populated and populous district in Germany, with an area of 5,300 km2 and approximately 5.2 million inhabitants. The District Government of Düsseldorf has been acting as a state intermediate authority and general representation of the state government in the district for over 200 years. With more than 2000 employees, the organization takes care of diverse areas such as environmental and labor protection, education, regional development, transportation, hazard prevention, health, and social services.

The Department 25 deals with a variety of legal and technical matters related to transportation and mobility as well as energy (electricity and gas). This includes tasks like promoting municipal road construction, cycling infrastructure, public transport, and mobility development, especially to achieve climate and environmental protection goals in transportation. Additionally, the department is responsible for the technical supervision of the construction and operation of trams, conducting approval procedures for the construction or modification of roads, railways, or energy lines, and issuing concessions for passenger transport and exceptions from traffic regulations.

The division for 'Promotion of Municipal Bike Path and Road Construction and Railway Crossing Measures' supports the mobility transition in the Government District through targeted expansion of bicycle infrastructure and supporting road construction projects to improve safety and efficiency in traffic, railway crossings, and enhance integration with public transit.

We are currently looking for a

Technical Specialist (m/f/d) in the Transportation Infrastructure Sector

- Bachelor's / Diploma (University of Applied Sciences) in Civil Engineering, Transportation Engineering, Transport Economics, or a related field with connections to transportation - (up to salary group 12 TV-L / A 12 LBesO)

for our Department 25 - Transportation - in the division 'Promotion of Municipal Road Construction and Local Mobility as well as Railway Crossing Measures'

These tasks are waiting for you:

• Reviewing and deciding on municipalities' and counties' applications for funding of cycling facilities and municipal road construction projects according to the funding guidelines FöRi-kom-Stra and FöRi-Nah NRW, including checking compliance with relevant technical regulations
• Assessing the road construction technical aspect of railway crossing measures according to technical regulations and preparing the related technical statement with subsequent decision on approval
• Advising funding recipients on technical and economic matters
• Participating in professional working groups and political committee meetings
• Conducting project inspections before, during, and after construction phases
• Reviewing final use proofs
• Monitoring earmarking periods
• Assisting in tasks related to the management, coordination, and implementation of funding programs

What you should bring:
Your mandatory technical requirements profile:

• Qualification for the career group 2, first entry-level position in technical administrative services, preferably in the field of civil engineering, or a Bachelor's or Diploma (University of Applied Sciences) in Civil Engineering (especially with a focus on transportation or civil engineering), Transportation Engineering, Transport Economics, or a related field with connections to transport planning
• Willingness to familiarize yourself with relevant legal areas for this task within a reasonable timeframe if no prior knowledge exists (funding law, railway crossing law, etc.)
• Advanced skills in working with office applications, especially MS-Excel, and database system applications

Your desirable technical requirements profile:

• Knowledge of current developments in the transportation and mobility sector
• Basic knowledge of administrative procedural law and funding law
