    Hauptaufgaben

    As the Senior Program Analyst, assigned to Program & Budget Division, USAG Rheinland-Pfalz, Directorate of Resource Management (DRM), performs a variety of duties related to the planning, analysis, programming budgeting prioritizing and distribution of resources of short and long-range programs for the USAG Rheinland-Pfalz Appropriated Fund Type Programs, involving prior, current and outyears/Fiscal Years (FYs). This mission includes Army Family Housing (AFH) including Unaccompanied Personnel Housing (UPH), the Operations and Maintenance Activity (OMA), the Real Property Maintenance Activity (RPMA) including all Special Programs (e.g. Command Security Upgrade Program (CSUP), Combat Training Area/Local Training Area Program (ECAP). The work performed requires extensive and thorough knowledge of the mission, goals and objectives and command priorities of the USAG-Rheinland-Pfalz in Support the Army Planning, Programming, Budget and Execution System (PPBES) to include special guidance implementing instructions and interrelationship of supporting programs.

    Develops plans, procedures, and guidance implementing instructions for formulating and executing of command goals and priorities related to the Garrison functional areas e.g. DPW, S-3-5-7, DES, DHR, and Special Staffs. Assures consistency, accuracy and adherence to command goals, priorities and, procedures to assure correct, timely and financial soundness of past, current and future Garrison functional operations. Researches, analyses, evaluates and develops trend analysis to support the Garrison Program Directors (e.g. DPW, S-3-5-7, DES, DHR and Special Staffs) in all programming and budgeting matters in the daily relationships with higher headquarters, USAG Rheinland-Pfalz staff principals and Regional Contracting Office (RCO) Representatives and Engineer Division Europe. Acts as liaison with IMCOM-E counterparts, host nation officials and other DOD agencies on Garrison Program Directors financial and policy matters. Manages, reviews and if necessary recommends corrective action to be taken to assure all Garrison financial programs are executed timely and in compliance with HQ IMCOM and the USAG Rheinland-Pfalz Command priorities to avoid loss of government resources and/or waste fraud and abuse of same.

    Assists in negotiating with other USAG Rheinland-Pfalz Program Managers, Resource Managers, Program Directors, budget staff to determine the amount and timing of funding and staffing allowances. Accomplishes reprogramming of funds, as needed, to support the USAG Rheinland-Pfalz Program Activity Directors programs. Coordinates development and submission of USAG Rheinland-Pfalz input to program requirements submissions (e.g. PBAC, CBE, UFR) to ensure that resource needs are properly programmed for both short and long-range term needs. Defends Garrison Program Directors input to higher headquarters. Prepares and maintains Program Directors programs in coordination with other organizational elements for USAG Rheinland-Pfalz prioritizing. Is responsible for ensuring that prioritizing processes are implemented and effectiveness is monitored. Interprets policy/guidance from higher headquarters and develops USAG Rheinland-Pfalz guidance and instructions regarding the Programming, Planning, Budgeting and Execution System (PPBES). Reviews USAG Rheinland-Pfalz submissions for compliance.

    Develops resource distribution formulas IAW USAG Rheinland-Pfalz mission changes and/or end state structure . Prepares initial/revised letter account and program distribution for Program Activity Director programs. Recommends approval/disapproval for funding requests. Reviews and prioritizes Program Director's and Special Staff'sUnfinanced Requirements and Subject to the Availability of Funds requirements for resourcing during Mid Year Review and/or Year End Closure. Prepares, periodically, Review and Analysis and Resource Management Reviews, and justification statements to support overall USAG Rheinland-Pfalz obligation rates in applicable programs. Requests data from IRGs Program Directors and USAG Rheinland-Pfalz Program Directors to complete internal and external programming and reporting requirements. Consolidates and verifies data received from USAG Rheinland-Pfalz and IRGs- Program Activity Directors and monitors their discretionary funds. Analyses Garrison's spending to detect trends/correct adherence to USAG Rheinland-Pfalz policies.

    Performs other duties as assigned.

    Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy.     Position may be filled at the C-06, 6a, 07 or at the full performance level, C-7A. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

    This is a permanent full-time position (38.5 hrs./week).
