Duties:


  • Maintain continuous oversight of all Theater communications and data network in support of the United States Army Europe.
  • Technically evaluates the adequacy and effectiveness of systems troubleshooting, fault isolation and service restoration to ensure appropriate measures and resources are allocated to effectively and efficiently restore service to the users.
  • Serve as the focal point/coordinator for the RCC-E on assigned specific communication systems (i.e. Tactical Communication Systems, Command and Control Communication Systems, Defense Switching Network systems, data networks/services).
  • Conduct performance and trend analysis of communication and data systems and circuits to determine their percentage of reliability and management thresholds compliance.
  • Submit written reports of analysis and recommendations to the TCOIC Chief and other agencies responsible for improving the performance of the system or circuit analyzed.
  • Analyze, track, and coordinate Authorized Service Interruptions (ASI) for the theater, to include all events impacting Command, Component, operating, and tactical locations.
  • Prepare graphics and diagrams depicting the respective networks or communication systems in the European and African area of operations and responsibility.

  • Position requires employee to successfully complete locally identified recurring Information Assurance Security training.
  • Three year trial/probationary period may be required.
  • Position requires the ability to obtain and maintain a Single Scope Background Investigation (SSBI) with Secret/Top Secret/Sensitive Compartmentalized Information (TS/SCI) clearance eligibility.
  • This position requires the incumbent to hold IA Technical level III certification under DoD Directive M (IA Training and Workforce Management) and related implementing policies.
  • The Personnel Security Standard of this position is IT Level 1 under AR 252 Information Assurance.
  • Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication M Information Assurance Workforce Improvement Program.
  • Call back and emergency duty are regular requirements of this position.
  • Incumbent is required to sign a DA Form 5019R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter to AR 60085, Alcohol and Drug Abuse Prevention and Control Program.
  • This position is designated Mission Essential.
  • In the event of severe weather conditions or other such emergency type situations (natural or manmade disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • May/will require shifted work hours based on operational or mission requirements. Permanent change of shift may/will be at the determination of the second level supervision. The incumbent may also be on an "oncall" status on a rotational basis.
  • Must possess and maintain a valid stateside driver's license. Must be able to obtain and maintain a USAREUR driver's license within 60 days of employment.
  • Must be able to obtain and maintain a valid U.S. passport.
  • May be required to carry a Government Furnished Equipment (GFE) cellular device.
  • Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction Volume 1230.
