Your team

  • You will be part of the Administration Directorate in the Directorate General Corporate Services. Our Directorate is responsible for providing technical and infrastructural facility management services, as well as ensuring security, safety and operational resilience. We have around 200 members of staff spread across three divisions
  • Premises, Administrative Services and Security and Safety. We also outsource several services, such as facility protection, cleaning and catering, which are provided by over 700 external personnel.


The Security and Safety Division protects the bank's staff, premises and operations and fosters health and safety, building and maintaining an ecosystem of partnerships with vendors, local authorities and other stakeholders.


In your role as Head of the Security and Safety Division you will lead a team of approximately 60 members of staff, designing and implementing security and safety concepts for the ECB's decision-making bodies, staff and premises.

You will deliver innovative technology, ongoing security risk management and constant monitoring of the ECB's threat landscape. You will manage the external service providers working for the Division (facility protection, security engineering, etc.).


You will report directly to Directorate Administration senior management and will work closely with the ECB's leadership across the organisation.


Your role

  • As Head of Division, you will:
  • create and communicate an inspiring vision and ensure its translation into an executable strategy and plans, thereby maintaining and enhancing organisational resilience and mitigating security and safety risks to the ECB's tangible and intangible assets;
- achieve organisational goals via the establishment of a productive, agile work environment focused on collaboration and the delivery of high-quality results;
- foster an optimal, trust-based working environment in which the management and staff of the Division are kept motivated and committed to achieving established goals through effective teamwork, while promoting diversity;
- achieve business objectives via workforce planning to attract and nurture diverse talent, and engage staff through empowerment and focused development;
- ensure effective communication and cooperation within the Division, with other Divisions and with other business areas;
- create an open culture based on inclusion, ethics and well-being where staff can thrive;
- initiate, manage and champion change and innovation, while ensuring the buy-in of those involved, thereby enabling the development, maintenance and enhancement of the related strategies, policies and services in anticipation of future customer and stakeholder needs and potential services.

Qualifications, experience and skills

  • Essential:
- a master's degree or equivalent in a relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, seven or ideally more years of extensive experience in the fields of physical security, safety and operational resilience, for example with a focus on risk management, recovery facilities, security engineering, service centre management, vendor management and on ensuring high security standards whilst reducing environmental impact;
- at least five years' experience in leading and developing several diverse teams, in promoting and fostering the attraction and retention of diverse talent and in steering transformational change;
- impeccable communication and stakeholder management skills, including the ability to be an active team player and to build and maintain strong relationships throughout the organisation and externally, in a multicultural environment;
- experience in achieving strategic priorities, steering transformation and evaluating progress;
- strong analytical and project management skills and experience in developing cost optimisation strategies, including sourcing, and an understanding of market trends and opportunities;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU (ideally German and/or French), according to the Common European Framework of Reference for Languages.
