Wellcome is a global charitable foundation. We improve health for everyone by funding science, leading policy and advocacy campaigns, and building partnerships.


We plan to spend £16bn over the next ten years, funding new discoveries in life, health and wellbeing, and taking on three global health challenges: mental health, infectious disease and climate.

These challenges need the bold research our funding supports, but they won't be solved by science alone.

Wellcome UK is supporting the recruitment of our wholly owned subsidiary - Wellcome gGmbH.

We are looking for a Head of Government Relations, Europe, to be based in our Berlin office.


This role is part of the senior management team of Wellcome's Government Relations and Strategic Partnership (GRSP) division, which is responsible for Wellcome's diplomatic efforts, advocating for change in our world, and building the knowledge and partnerships that help us reach our goals.

Our key stakeholders include Governments and public bodies, multilateral organisations, civil society, the private sector and philanthropies.


In this role you will- Provide strategic leadership for Wellcome's government relations work, setting ambitious strategic influence goals- Build, manage, lead and motivate an integrated, inclusive and flexible team, ensuring that people with the right range of skills and experience are recruited and retained, and that their skills and professional capabilities are maximised- Lead on the provision of strategic political advice to the Health Challenge and Policy teams; and Lead Wellcome's negotiations with key governments- Provide strategic oversight of ambitious engagement strategies that supports the achievement of Wellcome's key Policy goals through foreign governments and political institutions- Support and hold the team to account to deliver high quality work at all times and pursue continuous improvement and innovation in what we deliver and how we deliver it- Work with Policy and Health Challenge leaders to ensure a coherent and consistent approach to engaging key political stakeholders ; Work closely with GRSP, Policy and Corporate Affairs colleagues to identify and execute joint influencing campaigns- Provide clear and compelling political analysis for senior leadership of Wellcome and; Jointly lead resource mobilisation efforts with other GRSP colleagues, as appropriate- Act as a senior advocate for Wellcome on political issues, including acting as an on-the-record senior spokesperson for Wellcome in the media.- Deputise for the Associate Director where needed; and provide leadership to the team within the agreed operating budget, having contributed to the development of the budget; As a senior member of GRSP, contribute to the overall leadership and direction-setting of the team to achieve Wellcome's vision and ambitions.- Contribute to the creation and development of a diverse and inclusive culture across the organisation, encouraging people and departments to communicate and collaborate.

To be successful in this role you will have- Substantial, senior level experience of leading government relations work internationally, across countries and cultures; and Demonstrable strategic planning and project implementation experience- Significant experience of working in a similar role within health policy / advocacy programmes; Highly relational, able to flex to a diverse range of engagement approaches- Significant experience of working in global health, research and development for health or similar- Sound experience of successfully building, leading and developing a diverse and high performing team- Proven experience of navigating political processes in a variety of international settings, to lead and develop influence goals- Excellent communicator with substantial, well-developed influencing skills and Excellent written communication and verbal presentation skills
