Duties:


  • Serve as the primary technical liaison between contractors and contracting officer.
  • Direct the work of subordinate staff engaged in school support such as budget, supply, records management, and registration.
  • Oversee and manage facility, safety, and security programs to ensure compliance to regulatory guidance.
  • Work directly with the Student Meal Program to ensure efficient operations.
  • Oversee civilian personnel actions providing technical advice to management.
  • Manage property and equipment of the school and coordinate life cycle evaluations.
  • Administer the annual budget to ensure execution in accordance with applicable guidelines.
  • Provide manpower support by assuring full coordination with all required parties.
  • Ensure all purchases are properly documented.
  • Maintain the student information management database for all students.
  • Perform property and supply management ensuring proper documentation procedures are followed.
  • Ensure accuracy in student record processes such as registration and tuition status.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
  • Proof of U.S. Citizenship required.
  • Direct deposit of pay is required.
  • One year trial or probationary period may be required.
  • This position requires a Tier 3 (T3) investigation with Childcare Checks since its duties require interaction with children and youth under the age of eighteen (18) years of age.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • You may be required to sign a transportation agreement.
  • Must be able to obtain and maintain a Secret security clearance.
  • Individuals hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area.

Who May Apply:
U.S.

Citizens-
Specialized Experience: One year of specialized experience which includes: managing an annual budget; utilizing information systems to gather data; and performing records management.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).


OR

Education:

PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration or public administration

Or

Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Add the two percentages.

  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.
  • Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5 year overseas service limitation requirement is approved.
  • Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire.
  • The initial length of this overseas tour is 36 months.
  • This position is not covered by a bargaining unit.
