BACKGROUND


Over the past 80 years, the International Rescue Committee (IRC) has developed unparalleled expertise in responding to emergencies and helping uprooted communities to rebuild.

Founded in 1933 at the request of Albert Einstein, the IRC's mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future.


IRC Deutschland (IRC-DE)
The International Rescue Committee Deutschland is part of the IRC global network. IRC has been present in Germany since 2016.

With the support of German and European donors, more than 100 employees are now involved in projects for people affected by crises in more than 25 countries worldwide.

In addition, we implement programs with and for refugees, asylum seekers and migrants in the area of Resettlement, Asylum and Integration (RAI) in Germany, Greece, the Western Balkans, Italy and the United Kingdom.

In Germany itself, IRC runs programs for the integration of people seeking protection in all 16 federal states in the areas of education, economic integration, and protection and empowerment.

For this purpose, we implement about 15 to 20 projects simultaneously, partly in cooperation with partner organizations. This work is funded by a number of public and private donors from Germany and abroad.


Key Working Relationships
Reports to the Finance Coordinator German Programs.

Works closely with the Senior Finance Officer, Finance Manager and Finance Coordinator German programs, other finance and grants colleagues as well as program staff in German programs.

Coordinates with IRC-DE finance team on matters related to accounting and bookkeeping.


Purpose of the Role


The Finance Officer German Programs will be supporting several projects from a financial perspective in close cooperation with colleagues from the Grants and programmatic departments throughout RAI programs in Germany.

This includes drafting, revising and reporting on budgets, supporting projects with implementing finance policies, donor regulations and managing day to day operations, with supervision from the Senior Finance Officer and Finance Coordinator.


KEY ACCOUNTABILITIES

_Budget Planning & Monitoring_

_ _Prepare project budgets to support the submission of timely, accurate and complete proposals to donors

  • Ensure that project budgets meet all donor guidelines, in close coordination with grant management team
  • Solicit and incorporate input from program, supply chain and HR teams in order to prepare project budgets that cover all relevant costs
  • Review ongoing projectrelated expenditures and their account and cost center allocation, and ensure compliance with relevant donor guidelines, including correct accounting of match (own and thirdparty funds), subaward costs, salary allocation, and monthly reconciliations with internal systems
  • Prepare regular internal budget analyses and reports and identify risks that may lead to overspending or underspending and address them in close cooperation with grant management and program teams.

_ _Prepare financial reports according to donor guidelines to support the submission of timely, accurate and complete reporting

  • Review partner reports, transactions and supporting documents
  • Ensure all supporting documents are available and filed according to best practices (including but not limited to grant contracts and other documents, accounting books, reconciliations, invoices, transfers, contracts, timesheets, procedures, accounting statements) and supervise that documents accurately support the data reported
  • Work closely with other IRC finance teams to contribute to smooth financial processes on all internal systems, particularly on the internal ERP software "Integra"
  • Support the fiscal year end and statutory audit processes to ensure that transactions booked are consistent with projects' financial reports

PERSON SPECIFICATION

Skills, Knowledge and Qualifications

  • 12 years of professional experience in project finance/thirdparty funding management
  • Familiar with the requirements of German public donors for the expenditure of funds
