Duties:


  • Serves as Telecommunication Specialist responsible for short
- and long-range communications planning, programming, coordinating, and project implementation of a variety of telecommunications systems.

  • Provides technical direction to ensure timely restoration of optimal telecommunications services involving highly complex and technical issues, and personnel located in different functional areas and organizations at various echelons.
  • Performs maintenance, provides technical direction, and performs QA/QC involving highly complex and technical issues, and personnel located in different functional areas and organizations at various echelons.
  • Engineers site unique drawings for use in troubleshooting and operations.
  • Develops and checks feasibility of Local Restoral Plans and Emergency Action Procedures.
  • Provides site certification and developmental training on all systems, equipment, services, and procedures involving highly complex and technical training.
  • Instructs classes and effectively performs as an instructor/facilitator/mentor in a variety of learning settings.

  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET clearance based on a Tier 5 background investigation with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 60085, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty travel 10% of the time.
  • Required to perform shift work on a rotational basis.
  • In support of the mission, the incumbent is required to obtain and maintain a NTV driver license for driving Government Owned Vehicles.
  • The employee is required to obtain a DoDD 8570 IAT level II certifications appropriate to assigned duties of the position.
  • Position is designated as MISSION ESSENTIAL in order to perform essential duties defined as critical and essential regardless of weather conditions, emergency situations, or general dismissal.
  • Lifting up to 30 pounds is required.
  • In accordance with AR 69011, this position has been designated as "Emergency-Essential."
  • Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • In the event of a crisis situation or wartime,
- the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.

  • This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.

  • Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction Volume 1230.

  • To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
    Specialized experience would be demonstrated by (1) experience, knowledge, and skills managing strategic satellite communications equipment, networks, and cryptographic equipment and (2) experience, knowledge, and skills managing tactical Army communications assemblages and intermediate to advanced network/system administration.

Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
