Overview:


GovCIO is currently hiring for an ISKM Knowledge Management Expert to work with EUCOM'S Information Superiority Knowledge Management team in support of the Chief of Staff office in executing process improvement initiatives.

This position will be located in Stuttgart Germany and will be an onsite only position.


Responsibilities:


Establishes and maintains smooth operation of computer systems (to include operating systems, software and hardware) in networked or stand-alone configurations, maintains system integrity, and upgrades systems and/or servers as required.

May create and document new methods supporting network/system operations and implement changes to procedures.

Consults with support teams, help desks, customers and other technical staff in the resolution of problems, coordinates and performs operation and/or maintenance activities for networks/servers, identifies recurring problems and recommends steps to reduce the severity or frequency of problems.

May plan for the transition of development and/or production environments to new technologies, utilize system software to monitor the performance of system files, manage system data to maintain performance efficiencies and/or study system requirements to determine proper server installation methods and procedures.


  • Plan, coordinate, and implement network/system security measures in order to protect data, software, and hardware.
  • Provides regular monitoring and analysis regarding short and longrange planning for inhouse systems.
  • Prepares or ensures that appropriate documentation exists, including operational instructions.
  • Writes or modifies basic scripts to resolve performance problems and automate administration tasks.
  • Recommend changes to improve systems and network configurations, and determine hardware or software requirements related to such changes.
  • Identify opportunities for process improvement, develop Business Case Analyses, and recommend solutions for streamlining business processes through the integration of existing tools and communication streams, the acquisition of new tools, and the development of new processes and solutions.
  • Design, coordinate, and conduct training to drive successful delivery and completion of process mapping and analysis, data collection, process modeling, and the facilitation of effective best practice Knowledge Management techniques throughout the organization.
  • Work with customers to identify authoritative sources of data and to define customer specific goals for data integration and synthesis.
  • Develop and maintain SharePoint sites, pages, lists, permission sets, website forms, and outofthebox (OOTB) web page customizations supporting customer requirements.
  • Design, build, implement and sustain SharePoint workflows supporting effective business processes and organizational knowledge capture.
  • Define and implement improvement projects in coordination with the Knowledge Management solutions development team.

Qualifications:
Bachelor's with - 8 years (or commensurate experience)

Required Skills and Experience

  • Clearance Required: Secret
  • Strong proficiency in Microsoft SharePoint (2016, 2019 and Online Products), Office Suite, and Visio is essential.5+ years of experience in a Business Process Analyst/Engineer or similar type role.
  • 5+ years of experience with SharePoint and Knowledge Management (KM) or business process mapping or reengineering in a military headquarters environment
  • 5+ years of experience working in a 34 star level military/joint command or similar type organization. Experience with Joint Operational Planning at Action Officerlevel or above is a plus.
  • Excellent communication & collaboration skills and able to work in an open office environment.
  • Strong proficiency in Microsoft SharePoint, Office Suite, Visio and PowerPoint is essential.
  • Familiarity with business process engineering methodologies & frameworks (eg. Lean Six Sigma).
  • Must possess IAT Level II certification(s) IAW DoD 8570.
  • Currently hold a Secret and be able to obtain and maintain TS/SCI Clearance Must Be Obtainable
  • Must be able to meet TESA requirements
  • Must have a working knowledge of industry standard Knowledge Management (KM) and Business Process Engineering best practices.
  • Must possess a proven ability to exercise mature professional judgment and communicate effectively with seniorlevel military leaders, stakeholders, IT process and business owners.
  • Must be a team player who can communicate well, positively adapt, prioritize effectively, and quickly respond in a highpaced, closeknit, collective open working environment
  • Must possess proven experience working in a complex technologydriven enterprise solutions/systems implementation environment
