Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It
does so by providing services and advice to governments and migrants.

*_Context:

In Germany, IOM's main activities are based in the area of migrant protection and assistance,
including Assisted Voluntary Return and Reintegration, support of vulnerable migrants,
services regarding Resettlement and humanitarian admissions as well as immigration
assistance. In close cooperation with the German government and partners from civil society,
research, politics and migrant communities, IOM implements projects and advocates for

Under the overall supervision of the Chief of Mission (CoM) and the National Resource
Management Officer, and under the direct supervision of the Senior Finance Assistant and in
strict observance of the IOM Financial Management Guidelines the incumbent will be

responsible for:

_Core Functions / Responsibilities:
_


Accounting - focus

  • Carry out daily financial transactions in the IOM SAPbased accounting system PRISM;
control and validate the daily financial transactions; maintain all the necessary supporting
documents;

  • Assist scrutinizing source documents for completeness, accuracy and validity of charges;
  • Assist in the process of the monthly/yearly accounts closure;
  • Assist in the correct implementation of IOM Financial Regulations and Guidelines by
  • As required, prepare financial statements for submission to the donors and relevant units
at IOM; assist in clarifying auditing matters;

Budget - focus

  • In coordination with other RM units, the project developer and IOM Missions, prepares
budget outlines for concept notes and project budgets according to IOM and donor
regulations and guidelines;

  • Performs internal project endorsement, submission, activation and creation and prepares
relevant financial supporting documents.

  • Participates in preparation of the resource schedule and the financial plan for the project
implementation and follows up on them with the PM;

  • Forecasts cash flows according to activities in the projects and monitor control of funds
disbursed; Prepares regular donor billings; follows up on funding reception and utilization
in accordance with the donor agreement;

  • In coordination with other RM units, the project developer/manager and IOM Missions
prepares budget revisions for projects, updates the BNP when necessary

  • Assists in the reviews of grant letters for new projects/project extensions

General tasks:


  • Assists in preparation and follows up on project audits and financial statements
  • Liaises with relevant units at RO Brussels, HQ as well as the Administrative Centres in
regard to the financial project monitoring and budgeting issues.

  • Provide support to the team in the absence of other colleagues in the RMU;
  • Performs any other duties as assigned by the CoM and/or the direct supervisor.

_Required Qualifications and Experience_

Education
Combination of education and experience in line with the positions' level of responsibilities.**
Experience and Skills

  • Experience in Accounting and Financial management;
  • Experience with and knowledge of Accounting/Financial and administrative management
policies and procedures of a national and/or international non-governmental organization
will be an added advantage;

  • Familiarity with International Accounting Standards (IAS) or International Public Service
Accounting Standards (IPSAS) would be an advantage;

  • Previous work experience with national, regional or international public bodies would be
an advantage;

  • High level of computer literacy in standard MS products with specific proficiency in MS
Excel is required.


Languages
Fluency in English is required, knowledge of German or official IOM language is an advantage.
