Duties:


  • Oversee execution of program budgets to ensure that a balanced and adequate financial management status is maintained in accordance to program procedures.
  • Formulate and execute the organization's budget to ensure funds are managed/ controlled in accordance with command policy and operations.
  • Provide direction and coordination of Garrison resource management programs and activities.

  • This position is identified as Mission Essential which may require you to work or remain at work during an emergency situation or when inclement weather has curtailed operations (e.g., threat to the facility, natural disaster, delayed reporting).
  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires a valid, stateissued and USAREUR Driver's License and must be insurable in order to travel to other locations in the Command's structure.
  • This position requires Financial Management Level 3 certification within 24 months of appointment.
  • This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
  • This position requires a one year probation to assess your ability to perform supervisory duties unless previously completed.

Specialized experience:At least one year of specialized experience equivalent to the GS-13 level in the Federal service which includes experience in: providing expert guidance for the development and implementation of resource and financial management and program analysis to ensure optimal organization operations.

  • Examples of qualifying experience may include: contract analysis and execution; providing policy interpretations; advising senior leaders on the direction and allocation of resources for operation and administration; or recommending courses of actions affecting an organization's resource management.
  • Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

  • Direct Deposit of Pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • This is a Human Capital and Resource Management Career Field (CF) position.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a spacerequired basis in accordance with DoDEA Regulation , the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI and DoDM
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a spacerequired basis in accordance with DoDEA Regulation , then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI and DoDM
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a spaceavailable and reimbursable basis only.
  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Relocation/Recruitment incentive may be authorized if determined to be in the organization's interest.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined
