NATO International Civilian Grade 10


Please note this a Nationality Undetermined (NU) Military position that temporarily will be filled for a definite duration of 2 years by a NATO International Civilian.

Post Context

1 st NATO Signal Battalion (1NSB) provides Communication and Information System (CIS) services to deployed NATO headquarters. Command Group provides the administrative support for Command and Control (C2) of the 1NSB Headquarters (HQ). The Office of the Commander executes command and control over the NSB.

The incumbent is responsible for advising on Health and Safety issues and policy.


Duties:


The Staff Assistant (Health / Safety / Infrastructure) manages 1NSB processes and procedures in accordance with the NATO CIS Group (NCISG) Health & Safety Policy aimed at ensuring Battalion respect for relevant Occupational Safety & Health (OSH) legislation through:

  • Acts as OSH Advisor to the 1NSB Commander;
  • Manages the implementation of OSH policy and programs aimed at ensuring 1NSB respect for relevant laws and OSH directives;
  • Conducts periodic and ad hoc Health and Safety (H&S) inspections of Battalion facilities and procedures in accordance with Group Policy and prepares reports and suggests remedial action;
  • Advises and oversees the risk assessment process and management system to rectify conditions that pose OSH hazards;
  • Acts as 1NSB representative to the NCISG Health & Safety Working Group under the functional lead of the Group Health, Safety and Infrastructure Officer (GHSI);
  • Gathers and prepares NCISG H&S Policy mandated statistics and reports, and communicates to NCISG HQ accordingly;
  • Coordinates with Battalion Budget Officer for acquisition of mandated OSH equipment and training;
  • External coordination with HN Garrison personnel on OSH issues;
  • Acts as the focal point for Battalion Staff on all OSH issues.

Acts as the Battalion Officer of Primary Responsibility (OPR) for coordinating Battalion infrastructure activities


Associated duties include:


  • Coordination and staffing with the GHSI, all Battalion input associated with Battalion Infrastructure project activities, including coordinating with HN Garrison staff involved in Infrastructure and Base Support Management (BSM) processes;
  • Providing support to the GHSI Officer in the provision of Battalion input and guidance with regard to the associated operational infrastructure requirements.

Acting as the Battalion OPR, in functional support of the GHSI and NCISG Legal Advisor, for Battalion Garrison Support Arrangements (GSA)


Associated duties include:


  • Coordination and staffing of Battalion Garrison Support and Real Life Support (RLS) provision;
  • Coordination of Battalion Joint Coordination Group (JCG) and Security Board (SB) meetings in accordance with the JCG and SB Term of References under the relevant GSAs;
  • Conduct appropriate NCISG and Battalion reporting on GSA service delivery;
  • Corresponding and tracking Battalion JCG/SB actions.


The Staff Assistant (Health / Safety / Infrastructure) may be required to undertake deployments in support of military operations and exercises, and/or TDY (duty travel) assignments, both within and without NATO boundaries.

Such operational deployment may be up to a total 6 months (uninterrupted or in shorter periods) in any period of 18 months and may be on short notice.

Acceptance of an employment contract linked to this post constitutes agreement to deploy. The work is normally performed in a typical Office environment. Normal Working Conditions apply.

  • Higher Secondary education and intermediate vocational training in occupational health, health and safety or related discipline leading to technical or professional certification with 2 years post related experience
    OR
Secondary education and completed advanced vocational training in related discipline leading to a professional qualification or accreditation with 4 years post related experience;

  • A by Germany recognized OSH Management and Systems qualification;
  • Proven knowledge of EU laws regulating occupational health and safety;
  • Proven knowledge of German law regulating occupational health and safety;
  • Practical experience implementing OSH policies;
  • Very Good Command of English language (oral and written).

Desirable qualifications/experience are:

  • Good knowledge of the Host nation language German;
  • Experience in an international organization;
  • Experience in a military environment.
