Duties:


  • Executes planning and related activities such as MILCON programming support, utility studies, energy studies, environmental studies, detailed site planning, surveying, mapping, and other projects except designing military construction projects.
  • Develops comprehensive plans for future development and proposed construction within the community in accordance with established policy and guidance from the Director of Public Works and in conformance with the Garrison's approved master plans.
  • Prepares instructions, monitors progress, reviews and approves planning and design effort in support of mission requirements.
  • Serves as Master Planner for revising and updating Installation Master Plans.
  • Serves as a site planning specialist and consultant for site development of military construction projects.
  • Utilize systems such as Real Property Planning and Analysis System (RPLANS), Enterprise Proactive Real Property Interactive Space Management System (ePRISMS), Computer Aided Drafting and Design (CADD) and Geographic Information System (GIS).
  • Serves as Real Property Accountable Officer alternate, maintaining the real property inventory licenses.

  • Must be able to operate a nontactical vehicle (NTV) and obtain and maintain a USAREUR Driver's License.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular and official U.S. Passport.

Basic Requirement for Community Planner:***

Degree:

Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Degree and Work Experience:

Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

Combination of Education and Experience:

Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to the (GS-11) grade level in the Federal Service performing work which includes: 1) Developing plans/guidance for master planning activities, construction programs, real property accountability; 2) Preparing written documents and briefing local and senior staff members/leadership; 3) Completing studies/plans in accordance with the master planning and future construction programs. This definition of specialized experience is typical of work performed at the next lower grade position in the federal service (GS-11).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a spacerequired basis in accordance with DoDEA Regulation , the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI and DoDM
