About Us


Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

In 2016, IRC Germany was founded and is involved in the areas of education, economic well-being, safety, legal protection, and empowerment throughout Germany.

The IRC delivers programs across Europe that address acute humanitarian needs of asylum-seekers and other vulnerable migrants who are newly arrived, stranded or in transit, and programs that address the longer-term integration needs of asylum-seekers and refugees.

The current portfolio is focused on working with partners to deliver programs that improve safety outcomes (anti-trafficking, gender-based violence, online information provision, protection monitoring, mental health and psychosocial support), economic wellbeing outcomes (employment and self-employment), and education outcomes (working with school systems to bring social-emotional learning to their curriculum).


We are looking for a Head of Programs who will report to the Directory, RAI Germany, and oversee a department made of four outcome areas (Education, Economic well-being, Safety & Empowerment, Safety & Legal Protection) and about 80 staff members.


The Head of Programs will directly manage four program coordinators and work in close relations with the Grants Coordinator, Finance Coordinator, and Senior Officer of German programs, as well as with supporting functions at IRC Germany and other program colleagues within RAI.

The Head of Programs will report to and work very closely with the Director, RAI Germany, and act as a Deputy and step-in to represent the overall RAI Germany portfolio whenever needed.


Major Responsibilities

  • Advance the realization of the outcomes in RAI Germany's Strategy Action Plan, in line with S100 priorities.
  • Working in collaboration with incountry program coordinators and/or HQ/regionalbased Technical Unit staff, ensure that programs are designed according to IRC standard methodologies and practices, outcome & evidence framework, detailed context analyses, and with a clientcentered approach.
  • Lead proposal development with the grants department and the program coordinators.
  • Review and sign off proposals prior to the submission.
  • Provide overall leadership and management to RAI Germany programs, ensuring strategic program direction and compliance with IRC and donor regulations.
  • Drive innovation so programs become even more outcomeoriented and evidencebased, notably by fully leveraging M&E for learning, by collaborating with internal and external partners such as RAL or research institutes, and by cultivating a team culture that values creativity and intelligent risktaking.
  • Ensure that program implementation is handled closely through the development of work plans, indicator tracking sheets and approved monitoring plans. Ensure that monitoring data is used to improve program performance.
  • Provide leadership to the program coordinators to ensure in coordination with the Grants and Finance Coordinators the development of timely, highquality, and regulationcompliant reporting per IRC and donor guidelines.
  • Supervise and mentor directreport staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semiannual performance reviews.
  • Lead the management, mentoring and development of staff to build a cadre of skilled, committed, and motivated personnel. A clear focus should be placed on strengthening the skills of people managers in German Programs to manage people and lead cohesive, productive teams.
  • Promote and monitor staff care and wellbeing. Model healthy worklife balance practices. Support appropriate interventions in response to identified staff care needs of staff.
  • Set an example to staff by putting into practice the IRC's Success Model, notably by being receptive and engaging in open, ongoing, constructive communication.
  • Support leadership in advancing overall organizational GEDI priorities and ensure implementation of programming integrated with a GEDI lens, facilitating an inclusive environment, and supporting efforts to include our clients' voices in our programming.
  • Ensure that issues of GEDI are fully integrated into SAP, data analysis, and planned studies.
