Duties:


  • Provides program oversight and accountability for the performance of staff and the safety and well being of children and youth IAW Department of Defense (DoD), Army and local policies and standards.
  • Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises program administrators and/or directors/managers; CYS Specialists, CYS Trainers and other staff assigned directly to CYS.
  • Coordinates management of funds and resources to include developing the annual budget for the installation CYS program that includes submission and prioritization of all program component requirements.
  • Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.
  • Serves as Subject Matter Expert on installation child and youth services issues. Prepares reports, surveys, and briefings for command and installation on matters pertaining to CYS. Supports all EEO and AA objectives.

  • Meet qualification/eligibility/physical/background requirements for this position.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • Travel to on and off post locations required. Job requires working both in and out of doors.
  • Must be willing to work occasional nights, weekends and Holidays as needed for special events.
  • In consideration of COVID19, personnel within this area routinely wear personal protective equipment (cloth face coverings, latex gloves, and face shields) while performing their regular duties.

Qualifications:


  • Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate (child development, early childhood education, home economics (with early childhood emphasis), elementary education, or other fields appropriate to the position to be filled).
  • OR
  • Twenty-four (24) months of professional experience in managing at least 2 CYS programs (FCC, SAS, etc.) to include one year of responsibility of a center based child or youth program facility.
This experience must be equivalent in difficulty and complexity to the next lower level to include the following:
experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs.

  • 2. Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
  • 3. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences.

Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying).

Allowances, Incentives and PCS Costs:


  • Allowances, differentials, or incentives will be paid. These allowances may include Living Quarters Allowance (LQA), Post Allowance, Temporary Quarters Subsistence Allowance (TQSA) and requires a Transportation Agreement IAW the provisions of the JTR.
  • Payment Permanent Change of Station (PCS) costs IS authorized, based on a determination that a PCS move is in the Government's interest.

  • Open to US and Non US Open to US Citizens and Non-Citizens of a North Atlantic Treaty Organization (NATO) country (except German citizens) eligible for employment under U.S. conditions with a social security card.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. In NATO countries, employment under U.S. conditions is restricted by the NATO SOFA to individuals who are nationals of a NATO country. These individuals may not be employed under U.S. employment conditions in the country of their citizenship.
