Duties:


Incumbent serves as a Management Analyst within the Consular Section, providing guidance and recommendations on resource allocation and funds expenditures for Mission-wide consular operations.

Incumbent is the primary liaison with the Mission Financial Management Center (FMC), Human Resources (HRO), General Services Office (GSO) and International Cooperative Administration Support System (ICASS).

Incumbent has significant reporting and financial management responsibilities and is personally responsible for managing various special projects. The role requires an unusual mix of managerial, interpersonal and analytical skills. The position is high profile and challenging, requiring commitment, sensitivity and effective communication skills.


Qualifications and Evaluations:


  • Requirements:

EXPERIENCE:
A minimum of four (4) years should involve work in a professional/ operational management position. A proven track of independent decision-making, genuine problem solving, project planning and delivery.


JOB KNOWLEDGE:

Optional:

  • Authoritative knowledge of the regulations, laws and procedures relating to the entire range of consular services.
  • A thorough knowledge of good performance management techniques.
  • Proper formatting and language using in U.S. government official correspondence.

SKILLS AND ABILITIES

Optional:

  • Ability to plan, organize and prioritize own work, in addition to working on own initiative and under great pressure.
  • Must have a high degree of analytical, interpersonal, and excellent communication skills. Must be selfmotivated and tactful.
  • As the role is Mission Wide to three posts, incumbent will need to demonstrate the ability to quickly establish credible relationships and build good rapport with various non consular contacts.
  • Ability to communicate clearly when dealing with a wide variety of people at all levels.
  • The ability to analyze management problems and propose practical solutions within the limits of resource constraints.
  • The ability to produce accurate financial and statistical data and interpreting data in terms of its implications for present and future resource requirements.
  • Ability to draft reports, correspondence in clear and concise English is essential.
  • As an experienced Management Analyst, incumbent should have strong analytical skills and a create approach to problem solving.
