Duties:


Provides general ledger accounting, financial management, and banking services for nine United States Air Forces in Europe (USAFE) Geographically Separated Units (GSU) Non-Appropriated Funds Instrumentalities and exercise authority of the Nonappropriated Funds Accounting Support Center (NASC).

This includes a full range of duties using double-entry and accrual accounting to include accounts payable, accounts receivable, and payroll.

Responsibilities include producing required monthly, quarterly and annual NAF financial statements and reports; Ensures timely distribution of reports to installation level activities, managers, and higher headquarters.

Responsible for approving monthly deposits, approving accounts payable disbursement requests, and approves general ledger adjusting entries. Verifies source documentation for accuracy and completeness.

Analyzes the general ledger to ensure transactions are posted accurately and in the correct lines of accounting and makes adjustments to ensure compliance with standards.

Reviews subsidiary files for accuracy, completeness, and any adjustments that need to be made to reconcile aged balances.

Develops and reviews production and publishing schedules to ensure accurate and timely receipt of source documentation from activities and efficient processing inside the NASC.


Promotes team building, implements quality improvements; establishes, revises, or reviews policies, procedures, mission objectives, and organization design, as necessary, to eliminate work problems or barriers related to mission accomplishment or in response to concerns with regulatory compliance and/or customer requirements.

Establishes, develops and maintains effective working relationships with each base Force.

Support executive staff, activity managers, and activity personnel responsible for financial and accounting functions to include training new personnel in financial areas.

Qualifications:


  • The Area of Consideration for this vacancy announcement is U.S. Citizens and legal U.S. residents in Germany. In accordance with the Status of Forces Agreement between Germany and the U.S., you must be a U.S. citizen or citizen of a NATO country with a U.S. permanent resident card in order to be eligible for NAF employment. Citizens of Germany (including dual citizenship if Germany is one of the countries) as well as "ordinarily resident" US citizens are not eligible for NAF employment per SOFA agreement. If not already in the commuting area, must be able to verify the ability to arrive before a firm job offer can be sent.

Qualifying Experience:


REQUIRED:
Must be able to perforn double-entry accounting and accrual accounting methods in accordance with matching revenues and expenses. Must adhere to timelines and produce accurate and complete work with mínimal errors. Must have ability to communicate clearly and effectively. Must have attention to detail in all work. Must have ability to solve detailed complex accounting issues if the need arises.

-Must be able to analyze accounting data to solve problems for resource managers and provide insight on :financials to personnel.

Must be a self-starter and possess initiative to complete tasks on a day-to-day basis.

Ability to understand accounting principles at a level that allows for appropriate review of financial statements to ensure accuracy and completeness as well as approving documents.


  • PREFERRED: Knowledge of Non appropriated Funds accounting to include forms, systems used, internal controls, and procedures.
Ability to review policies and standards effectively to discern the proper regulatory guidance when necessary.


Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution in order to qualify.


FOREIGN EDUCATION:
Education completed in foreign colleges or universities may be used to meet the requirements.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S.

education program. It is your responsibility to provide such evidence when applying.
