Duties:


  • Majority of assignments are performed independently with technical assistance from the CYS Coordinator when required.
  • Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility and program regulatory requirements and CYS baseline standards.
  • Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards.
  • Develops program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances.
  • Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.

  • Must be 18 years of age or older at time of appointment or placement into the position.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and of policy including annual influenza vaccinations.
  • Meet qualification/eligibility/background requirements for this position.
  • Direct Deposit and Social Security Card are required.
  • Travel to on and off post locations required.
  • Satisfactory completion of preemployment background checks in accordance with AR 2153, 215.m., and a Child Care Tier 1 background investigation is required.
  • Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required.

Qualifications:


  • Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with:

Youth Facilities: The education must have been in youth development, youth administration, education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.

  • 1.12 months of professional experience in managing a child or youth facility is required.
This experience must be equivalent in difficulty and complexity to the next lower level to include the following:

  • 2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight.
  • 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
  • 4. Comprehensive oral and communications skills and analytical writing skills.
  • 5. Ability to present ideas and proposals to a variety of audiences

ALL of the following:


  • Experience in working budget and financials for a Youth Program.
  • Experience in working with BGCA & 4H programs related to the Youth Program (ie., Youth of the Year, Keystone, Grant Writing, 4H Cooking Club, etc.)
  • Possess a masters degree or bachelor degree which included substantial coursework directly related to children or youth (i.e., Childhood development, early/elementary/secondary education, health/nutrition for children, child/adolescent psychology, etc.), OR At least 36 months of experience as a Youth Program Director.
  • Possess the Basic Management Course certification.

PCS Costs

  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials

  • This is a paybanded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (fulltime, parttime, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of nonovertime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
