Duties:


  • Performs tasking, collection, processing _, _exploitation, analysis and dissemination in support of ECC missions to satisfy EUCOM and AFRICOM intelligence requirements.
  • Conducts special initiatives, studies and projects to include administrative assignments to develop knowledge of the mission and organization of the intelligence community.
  • Plans the appropriate collection planning method and subsequent gathering intelligence data.
  • Disseminates traffic, social network, calling tree, and other intelligence analysis data from multisource intelligence sources.
  • Serves as a SIGINT communications functional analyst on collection and operations ISR issues.

  • All new DCIPS employees are required to complete a twoyear DCIPS trial period.

  • Position is designated specialsensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A nondisclosure agreement must be signed.
  • The employee may be required to travel in military and/or commercial aircraft to perfonn temporary duty assignments.

Qualifications:


This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM)

EXPERIENCE REQUIRED:

Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.


Examples of creditable experience include:
1 year equivalent to at least GS-9, knowledge of a wide range of intelligence research and collection methods, techniques, and practices to use multi
- source intelligence information system to report on data in order to make recommendations in developing intelligence capabilities and threat assessments. Knowledge of data dissemination principles, concepts, and methods to collect and disseminate infonnation/sit actions attained from multiple sources. Knowledge of traffic analysis, social network analysis, calling tree analysis, and others data analysis techniques to include knowledge of network architectures, protocols, and communications and multi-source intelligence collection and operations. Demonstrated knowledge of the national intelligence community, organizations and mission/functions, inter-relationships and operations.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • 1. Knowledge of a wide range of SIGINT principles, SIGINT collection procedures, concepts and methodologies in assigned geographical and functional are slto prepare SIGINT training programs.
  • 2. Knowledge and experience of National SIGINT databases, analytical tradecraft and SIGINT analysis and reporting procedures and requirements.
  • 3. Knowledge of Graphic Information Systems (GIS) and Geospatial Medadata Anlysis (GMA) analytic tools, such as ACTAVE, ArcView, Google Earth, or Analyst Notebook.
  • 4. Knowledge and experience with NSA USSIDs, policy and directives pertaining to National SIGINT missions.
  • 5. Skill in the analysis and production of reports and other products that are responsive to the specific needs of customers to include formulating, gathering, organizing and analyzing information; resolving conflicts; and presenting clear and concise findings.
