Duties:


  • Serves as a Child and Youth Services (CYS) Assistant Director of a Level 4 (verylarge to mega size)CYS Program with responsibility of assisting the supervisor in the operation of an assigned CYS program with all applicable regulations and standards.
  • Provides program oversight and accountability for the performance of assigned staff and the safety and well being of children and youth in accordance with Department of Defense, Army and local policies and standards.
  • Supervises and evaluates employees based on established performance standards as required. Provides appropriate staff professional recognition and/or disciplinary action.
  • Assists supervisor in developing program budget, and manages assigned program areas to budget. Conducts written analyses of budget variances and prepares justification for funding of program resource requirements.
  • Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.
  • Other duties as assigned.

  • Must be at least 18 years of age at the time of appointment.

  • Meet qualification/eligibility/physical/background requirements for this position.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • Travel to on and off post locations required.

Qualifications:


  • 1.
Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position, which directly relates to the appropriate CYS field consistent with:

  • For positions in Child Development Facilities:

The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled.

Note: General Psychology/Sociology course work is not qualifying.
In addition to the basic requirements stated above the following is required:

  • Experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight.
  • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
  • Comprehensive oral and communications skills and analytical writing skills.
  • Ability to present ideas and proposals to a variety of audiences.
OR

  • Combination of education and experience.
  • For positions in Child Development Facilities:

The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled.

  • 4.
  • In addition to the basic requirements stated above the following is required:

    • Experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight.
    • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
    • Comprehensive oral and communications skills and analytical writing skills.
    • Ability to present ideas and proposals to a variety of audiences.
    -
    all of the following:

    • 6 months supervisory program specialist experience with CYS.
    - demonstrated current experience with successful completion of the National Association for the Education of young children accreditation and Council on Accreditation process.
    - at least 2 year's experience managing a DoD childcare facility/program.
    - at least 1 year's experience working in a CDC program
    - at least 2 years experience working in a SAC program
    - recent Army CYS experience-within the past 3 years
