OBJECTIVES OF THE PROGRAMME:


The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The Health Emergency Intelligence and Surveillance Systems division (WSE) is responsible to build a system of collaborative intelligence enabling better decisions to avert and manage public health threats and risks.

Its goal is to enable, strengthen and support countries, regional and global actors in averting and managing public health threats and risks through collaborative problem solving and decision-making for short-term action and long-term policies, informed by better data and analytics.

The WHO Hub for Pandemic and Epidemic Intelligence is a new office of WHO, located in Berlin.

It works with partners to enable the generation of public health relevant information to provide timely actionable insights and improve decision making to prepare for, avert and respond to public health threats.

It also aims to reduce fragmentation and inefficiency by creating an ecosystem that promotes collaboration across multiple professional disciplines, sectors, and initiatives; and empower decision makers, public health professionals, and civil society to make informed public health decisions.

It works across sectors and with partners in a non-hierarchical and dynamic team to develop innovative and cross-disciplinary solutions that build intelligence for pandemic and epidemics, and is building a dynamic, non-hierarchical team that brings together cross-sector and organizational expertise.


DESCRIPTION OF DUTIES:


The Project Support Officer (PSO) is responsible for oversight, set up, coordination, monitoring, mainstreaming, and long-term sustainability of the International Pathogen Surveillance Network (IPSN) Secretariat activities and strategic plan.

The first focus of the role will be to ensure the successful scale-up of the IPSN Secretariat as it launches its initial activities, while simultaneously managing project elements.

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs of the unit and department:


  • Scaleup of the IPSN Secretariat-Support in key project elements such as planning, budgeting, risk and stakeholder management for operationalization of the IPSN:
  • Liaising with WHO internal support and HR as needed, coordinate the set-up of the IPSN Secretariat, including development of roles, identification of suitable members, securing secondment and co-location Secretariat positions in collaboration with partners.
  • Assist Hub leadership to establish governance mechanisms and communication channels within WHO and between members to ensure all parts of the IPSN are mobilized as it is established.
  • Support Hub leadership to continuously review and refine the implementation of the IPSN strategy and workplan.
  • Strategic leadership of the IPSN implementation:
  • Coordinate the design, formulation, implementation, monitoring and reporting of systems, processes and ways of working within the IPSN Secretariat.
  • Manage the risks and opportunities in the IPSN's implementation, and make recommendations to Hub leadership for reprioritization, coursecorrection and adding new activities where appropriate.
  • Maintain excellent relationships across WHO teams and IPSN member organizations to ensure the success of the network and identify challenges as they arise.
  • Monitor and evaluate IPSN Secretariat projects; identify problems and issues to be addressed and initiate corrective actions; and ensure followup actions.
  • Programme and grant coordination and managementSupport the IPSN Leadership Committee to meet and convene by providing support to meetings, including development of agendas, management of participants, and collaboration with other Secretariat staff, WHO staff, committee members and partners where needed.
  • Provide programme and grant management implementation support monitoring including financial and programme monitoring in line with the WSE Project Management methodology and IPSN Secretariat mandates and priorities.
  • Provide support for the formulation and implementation of the substantive work programme of the IPSN Secretariat; monitor its resources for delivery of outputs and reporting on results.
