This position is located in the United Nations Global Geodetic Centre of Excellence (UN-GGCE), Statistics Division (SD), Department of Economic and Social Affairs (DESA), based in Bonn, Germany.

The Head of the Office/Centre reports to the Director of the Statistics Division.

The Centre's overarching goal is to assist Member States and geodetic organizations to coordinate and collaborate to sustain, enhance, access and utilize an accurate, accessible and sustainable Global Geodetic Reference Frame (GGRF) to support science, society and global development.

The objective is to support, within available resources, the implementation of General Assembly resolution 69/266 entitled 'A Global Geodetic Reference Frame for Sustainable Development'.


Responsibilities:

Within delegated authority, the Head of Office/Centre is responsible for the following:

  • Takes the lead to implement programmes/projects of the United Nations Global Geodetic Centre of Excellence, including technical and capacity development projects.
  • Leads the development of the required leadership, coordination, capacities and standards to strengthen and sustain an accurate, accessible and sustainable Global Geodetic Reference Frame and related regional and national geodetic reference frames.
  • Undertakes programme/project development, implementation, monitoring and assessment; prepares and reviews relevant documents and reports; assists in identifying priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates followup actions.
  • Provides policy guidance to the Director, on conceptual global geodesy development strategy and management of the implementation of overall strategies and intra
- and inter-divisional/departmental policies and procedures.

  • Plans and oversees the management of activities undertaken by the Centre; ensures that the work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Centre, and, in liaison with other organizations of the United Nations System, relevant geodetic stakeholders and donors as appropriate.
  • Manages, supervises, and carries out the work programme of the Centre. Coordinates the work carried out by the Centre; provides programmatic and substantive reviews of drafts prepared by others.
  • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies, administrative budgetary programmes and other policymaking organs, as appropriate.
  • Advises and contributes to the development of strategies, workplans and activities including on latest geospatial frameworks, trends, policies, standards, innovation, technology and substantive priorities.
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by the Centre maintain highquality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Centre meet required standards before completion and comply with the relevant mandates.
  • Prepares inputs for the work programme of the Centre/Division, determining priorities, and allocating resources for the completion of outputs, their timely delivery and reports on programme and projects advancements.
  • Recruits staff for the Centre taking due account of geographical and gender balance and other institutional values. Manages, guides, develops and trains staff under their supervision.
  • Fosters teamwork and communication among staff in the Centre and across organizational boundaries.
  • Represents the Organization at interagency meetings, seminars, etc. on substantiverelated issues. Participates in international, regional or national meetings and provides programmatic/substantive expertise on global geodesy development or hold programmatic/substantive and organizational discussions with representatives of other institutions including the United Nations Committee of Experts of Global Geospatial Information Management (UN-GGIM).
  • Performs other related duties as required.
