Duties:


DUTY 1:

In support of the Branch Chief, plans, organizes, and directs the activities for the ISR Capabilities Branch of the Intelligence Directorate for HQ USAFE-AFAFRICA (MAJCOM), ensuring ISR capability development, theater
IMINT, SIGINT, GI&S, Targeting, and Cyber ISR staff functions related to MAJCOM Organize, Train, and Equip (OT&E) activities comply with legal and regulatory requirements and meet customer needs.



DUTY 3:
Represents HQ USAFE/AFAFRICA A2 with a variety of installation and functional area organizations.


DUTY 4:
Exercises supervisory personnel management responsibilities.

  • All new DCIPS employees are required to complete a twoyear DCIPS trial period.

  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

  • Employee must maintain current certifications

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications:


  • This is a GG13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.



KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • 1. Extensive knowledge of DoD, theater, service, and command policies and procedures relating to ISR capability development, and general knowledge related to IMINT, SIGINT, GI&S, targeting, and cyber-ISR. Knowledge of USAFE, USEUCOM, USAFRICOM, Defense Intelligence Agency (DIA), NATO, National Intelligence Agencies, and the Intelligence Community (IC) organization functions and interrelationships.
  • 2. Comprehensive knowledge of the missions, roles, responsibilities, and intelligence requirements of USAF operational units within the USEUCOM and USAFRICOM areas of responsibility (AORs) and areas of interest, the functions and processes associated with the national IC applicable intelligence directives.
  • 3. Ability to recognize capability gaps based on knowledge of ISR missions and capability limitations, and to initiate actions to alleviate deficiencies.
  • 4. Processes related to acquiring, managing funds (i.e., POM, Unfunded Requests (UFR's)), and building funding submissions from external funding sources.
  • 5. Ability to communicate effectively, both orally and in writing.
  • 6. Ability to manage a small staff and carry out all phases of personnel management responsibilities.

CONDITIONS OF EMPLOYMENT CONTINUED:


  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

Drug Testing:

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
