CARE Germany is looking for a visionary, solution-oriented professional who will lead the CARE Germany Country Offices with the support of the Country Office Management Team.

CARE Germany manages currently on the behalf of CARE International operational structures in Ukraine, Libya, Balkans and Iraq. The position is based in our office in Bonn, Germany and the contract is limited to 2 years.


Ziel der Stelle:


The overall objective of the position is to oversee and implement strategic and operational aspects of CARE Germanys role concerning the Country Offices.

This includes the development of strategic approaches towards operating models that adhere to CARE's localization ambitions, resource mobilization for Country Offices and establishing efficient and effective ways of collaborating with the Country Offices.


Ihre Aufgaben:


Country Office (CO) strategies and Strategic overview on all operational aspects

  • Ensure that all Country Offices (COs) have uptodate strategies that are in line with CARE Germany and CARE International
  • Support COs to develop fundable operating models that strengthen CARE's legitimacy and foster localization, as well as the impact of CARE's work.
  • Network with CARE Member Partners to strengthen collaboration with the Country Offices.
  • Ensure that COs meet minimum humanitarian standards to deliver assistance effectively and efficiently
  • Ensure that each CO has a multiyear budget, as well as an annual operations plan that clearly outlines the roadmap for the achievement of strategic and operations objectives.

Leadership and Management

  • Line Management of Country Directors (CDs)
  • Lead the Country Office Management Team in Bonn and oversee country offices' organization, programs, and new business development.
  • Support Country Directors in possible upscaling and/or downsizing of the humanitarian and development operations with focus on capacity, workload and stress management in close collaboration with CARE Germanys Humanitarian Coordinator.
  • Ensure that Country Offices are compliant with CARE security standards and coordinate support on security with CARE Germany security officer

Resource Mobilization and Program Implementation

  • Engage with major donors for resource mobilization with the objective to secure funding and support the CO portfolio development.
  • Ensure Country Offices have a Resource Mobilization plan that is aligned with resource mobilization opportunities in the German context and with the wider CARE confederation
  • Ensure program implementation incorporates CARE standards and is compliant with donor requirements.

Financial Management and Risk Management

  • Management of CARE Germany resources for operational support to country offices (UR/ADH).
  • Ensure all budgets within the team and the Country Offices are properly managed and measures are taken regarding over
- or underspent

  • Ensure a regular overview over financial health of COs.

Personnel Management

  • Provide continuous leadership, coaching and support to the Country Directors and staff in the COMT through regular 1:1s.
  • Conducting target and feedback meetings with all direct reports in accordance with CARE Germany guidelines
  • Ensure appropriate and ambitious staff development is organized in Bonn and in the country offices.

Representation, Networking

  • Represent CARE to all parties and stakeholders, including members of the CARE Confederation, regional decisionmaking bodies, donors, civil society and other organizations
  • Supporting COs in building diverse partnerships and strengthening relationships with local civil society.

Ihr Profil / Anforderungen:

Leadership skills: You have at least 10 years' experience leading change, managing people, budgets and working in international organizations

Agile Change Champion. You possess the ability to establish, enhance and lead a team to provide collective support and oversight to CARE's work across the COs and to build ownership and engagement in CARE's priorities and directions. You have the ability to develop a shared vision for programs within CARE and, in partnership with country directors, lead strategic change processes across country offices.

Programmatic leader. You have experience leading humanitarian programs and oversee operational risk and staff safety in fragile, conflict contexts.

Connected and influential - with Business Development & Fundraising skills:You have a good network, and extensive experience in engaging with and influencing leaders (donors, government authorities, leaders from private sector and international organizations, etc.). You have extensive experience developing and securing funds for programs and services, from institutional donors.
