_Context:_

  • Under the overall guidance of the Chief of Mission (COM) and the National Monitoring and Evaluation Officer, as well as the direct coordination with partner, the incumbent will be responsible to conduct the Evaluation of IOM Return Counselling Centre Berlin, Germany.
  • Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and nongovernmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. The IOM Berlin Counselling Centre, inter alia funded by the Berlin Senate Department for the Interior, Digitization and Sport, has been providing openended return counselling for thirdcountry nationals residing in Berlin since 2006, helping them make informed decisions about voluntary return.
  • The evaluation aims to enhance the services of the IOM Information and Return Counselling Centre for returning migrants, considering all stakeholders. It focuses on assessing the quality of centre's services, processes, adequacy of resources, visibility, accessibility, migrant satisfaction, and quality of information. The evaluation shall offer a comprehensive analysis on what is working well, what is not working so well, under what circumstances and how to improve what is not working.

More specifically:

  • Assess the counsellingcenter's services, examining the content,processes, and the resources and capacities at the center's disposal
  • Undertake an assessment of the visibility and accessibility of the counseling services, with a focus on measuring client satisfaction levels
  • Analyze thecollaborative efforts, synergies, and information exchange with relevant stakeholders, includingclients, donor and partners in return counseling in Berlin. This analysis should aimto identify and enhance cooperative relationships.
  • The findings and recommendations from the evaluation are expected to inform overall programme improvement. More specificallywill inform keydecisions for the programme funding providers and managers' decisions pertaining to improvement in quality, efficiency and effectiveness of the servicesby Berlin Centres' and other IOM Counselling centres in Germany. The findings, recommendations, lessons and/or good practices from the evaluation may also be used to support the consolidation of the Stateof Berlin's support for voluntary return.

_Core Functions / Responsibilities:

- The evaluation will be managed by IOM Berlin Monitoring & Evaluation department.

The M&E will be responsible for the oversight of the evaluation process, assure quality and review & approve the different deliverables together with the Berlin Senate Department for the Interior, Digitization and Sport.

| IOM GermanyThe Evaluation is planned to be completed by 15 December All deliverables are to be written in German and meet good language standards.

The final report should meet the standards laid out in the UNEG Quality Checklist for Evaluation Reports.
_Required Qualifications and Experience_

Education

  • Advanced degree in a relevant field such as social sciences or statistics and a minimum of five years of experience conducting evaluations is required.
    Experience
  • Experience in the Germany or region, and in return and reintegration or other related migration programming is preferred.
  • Skills in evaluation design, qualitative data collection and analysis, drafting and editing in German (C1 mandatory)

Languages
Fluency in German and English required. Knowledge of another official IOM language (French, Spanish) is an advantage.
