    Summary About the Position:

    This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

    Employees occupying CES positions are in the Excepted Service and must adhere to U.S.

    Code, Title 10, as well as Department of Defense Instruction This position is located at the 2nd Theater Signal Brigade in Stuttgart, Germany.

    Responsibilities Serves as the Director, AFRICOM Network Enterprise Services (ANES), Africa Command (AFRICOM) and Deputy, J633 Network Enterprise Services Branch, USAFRICOM.

    Provides leadership for C4IM/IT services supporting Theater and enterprise initiatives.

    Responsible for the overall management, control, coordination, and execution of projects and programs within the region to support the Theater decisions.

    Implements decisions, guidance, laws, regulations, and policy in the development and support of the IT initiatives, programs, and projects.

    Participates in executive decision councils at USAFRICOM providing detailed analysis and insights regarding the delivery of C4IM services representing a broad range of customers.

    Responsible for the development, execution and monitoring of the J6 management plan for USAFRICOM.

    If a current permanent CES employee, you shall be granted administrative return rights.

    If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.

    In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction Volume 1230.

    This position is in the Supervision/Management Work Category at the Senior Level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    You will receive credit for all qualifying experience, including volunteer experience.

    To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

    Such experience is typically in or directly related to the work of the position to be filled.

    Specialized experience would be demonstrated by knowledge of information technology principles, including data storage, software applications, networking, and system architecture as it applies to an enterprise network; managing IT projects, timelines, and resources efficiently and familiarity with project management methodologies; developing long-term plans to align with IT initiatives and command goals; understanding security protocols, risk management, and compliance in safeguarding sensitive information; and leading an Information Technology team OR delegating work to peers or subordinates.

For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a TOP SECRET security clearance.

    Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM Cyberspace Workforce Qualification and Management Program dated 15 February 2023.

    This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

    Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

    U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area.

    If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation , the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI and DoDM If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation , then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI and DoDM Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care.

    Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

    The initial length of this overseas tour is 36 months.
