Duties:


  • As the Chief, Client Services and Policy Division (CSPD) within the USAREUR-AFAF Office of the Judge Advocate (OJA), receives very general supervision from the Judge Advocate (JA), who outlines very broad policies.
  • Exercises program responsibility for formulation, development, training and administration of the Legal Assistance, Special Victims Counsel Regional Oversight and Preventive Law areas for the entire USAREUR-AF area of responsibility.
  • Conducts policy reviews and provides feedback on matters relevant to USAREUR-AF.
  • Principal advisor to USAREUR-AF on legal assistance issues, with responsibility for planning, conducting and evaluating the legal assistance personal claims services, Host Nation consultations and labor issues, and preventive law programs.
  • Provides technical direction to all military and civilian attorneys and attorneyadvisors in the USAREUR-AF Region.
  • Plans continuing legal education opportunities for military and civilian attorneys and attorneyadvisors within the USAREUR-AF area of operations.
  • Responsible for supervising the delivery of client services throughout the USAREUR-AF AOR, to include daytoday supervision of the CSPD Office in Wiesbaden, Germany. Provides technical supervision for all CSPD offices in the USAREUR-AF AOR.
  • Provides technical oversight for SVC Regional Manager and all regional SVC attorneys assigned to various locations in Belgium, Wiesbaden, Baumholder, Kaiserslautern, Stuttgart, Italy, Kuwait, Grafenwoehr for training, development, and coaching.
  • Supervision of the Special Victims Counsel as well as five paraprofessionals assigned to the SVC Regions of Wiesbaden, Kaiserslautern, Grafenwoehr, Italy and Kuwait.
  • Mentors subordinate Judge Advocates, DA civilian attorneys and LN attorneys as they provide direct assistance to eligible personnel. Ensures client service providers maintain confidentiality and appropriate records.
  • For the CSPD Office in Wiesbaden, monitors performance and evaluates work accomplishment by reviewing legal assistance reading files and client satisfaction surveys and takes corrective action where necessary.
  • Develops a vision for the CSPD Office in Wiesbaden; aligns performance expectations with organizational goals. Sets or implements organizational goals to meet mission requirements.
  • Directs, develops, and assigns goals related to all legal assistance functions. Plans work to be accomplished; interprets policies and procedures; establishes and adjusts priorities.
  • Supervises and oversees the work of up to ten military (Majors/Captains) and civilian attorneys (GS13 and C9) and support personnel (GS09, C6A, C7) assigned to the USAREUR-AF OJA.

  • A two year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
  • This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
  • Must obtain and maintain a nofee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.

Qualification Requirements:
The following minimum qualification requirements must be met before applicants are eligible for further consideration:

Education Requirements:
Position requires the possession of the first professional law degree (LL.B. or J.D.)-
Experience: In addition to the requirements above, applicants for the GS-14 or equivalent Attorney positions must also possess 3 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.

Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.


Time in Grade:

The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position.

If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled. You will be required to provide proof of U.S. Citizenship.
