The Principal German Offshore Projects will head up the HSE regional team for Germany. The job holder leads the team both at the Berlin office and offshore sites including onshore roles.


A key element of the Principal of HSE Germany Offshore Projects role will be to provide the link between the project's HS and Environmental positions and Regional and Project Directors, to communicate HSE aspects including achievements, opportunities, and risks.


The Principal of HSE German Offshore Projects assures that Iberdrola's 12 H&S Standards and Environmental Policy are implemented across the projects, in developing an offshore wind EPC oriented Safety Management System and Environmental Management System, defined by the Offshore HSEQ Business Office to satisfy ISO 9001, ISO14001 and ISO 45001 requirements.


Initially the individual will assist, at local level in the Berlin office, in developing the HSE management systems during the pre-construction phases of the projects (Pre-Fid decision ).

As the projects gets nearer to construction, the role will focus on implementing the HSE management controls at the site.


The appointed person will report into Project Management and will be responsible for the delivery of an appropriate HSE structure as identified and agreed by the requirements stemming from Iberdrola Offshore HSEQ Business Office and project's team.

The role will be supported by environmental managers, that will provide specialist environmental support to the lead and projects. The environmental managers will get business direction and operational planning from the business wide offshore environmental team.


The overall aim is to achieve a quality and process performance levels working in partnership with employees, contractors, stakeholders and members of the public.


Functions:

The job holder will be required to:

  • Lead the region on HSE aspects, proving regional direction to the projects HSE teams.
  • Develop and maintain the project's Health & Safety Concept called 'SchuSiKo' towards BSH (German Federal Maritime Authorities), and ensure environmental concepts for BSH are delivered.
  • Implementation of a procedural HSE Plan for the offshore site including site set up, OSS set up and general onshore works including all necessary drills and exercises to be conducted.
  • Set up an 'audit program' so that (sub) contractors are audited, selected and qualified against industry best practice, legal and quality requirements, including on effective and documented followup actions
  • Project documentation to be kept uptodate and in compliance with Iberdrola documentation & record keeping requirements and defined by Offshore HSEQ Business Office
  • Provide constant HSE management support to the project site by assuring through regular meetings, walkdowns and reporting through the site team
  • Assure that the HSE team develop and provide inductions to all personnel (internal/external/contractors) assigned to the project, irrespective to project office or (site) offshore location
  • Ensure that the HSEQ team develops a process oriented approach on receiving, documenting and reviewing risk assessments and method statements so that all work activities relevant for the offshore EPC projects are looked at and controlled through a permit to work system
  • Work out Hazard Analysis for IBR employees and contractors working for the projects, their activities are assessed and documented through a hazard analysis to satisfy German Labour Protection Act (Arbeitsschutzgesetz
  • ArbSchG)
  • The use of the correct Personnel Protective Equipment (PPE) is assessed, documented, and concluded in a Hazard Analysis. This as well includes the involvement of procuring/implementing the correct PPE considering incountry legislative/statutory requirements
  • Develop and maintain a training matrix to overview that is up to date
  • Manage engineering HSE topics such as machine and plant safety with the support from Offshore HSEQ Business Office
  • Facilitate HSE project meetings with contractors, attend project meetings and represent H&S interests towards all stakeholders
  • Define and drive incident reporting requirements throughout the project and liaise closely with Offshore HSEQ Business Office
  • Engage with the central offshore environmental team within the HSEQ business office on the EMS, sustainability and specialist aspects.
  • Lead or assist with accident and incident investigation as applicable, collate and submit reports.
  • Ensure that Iberdrola and the site contractors report accidents and incidents to the appropriate German Authorities as applicable.
  • Set up an efficient Offshore HSE department on project level and implement procedures that works is not repeated and rather to be kept effective by assuring the right HSE personnel is hired
