DUTIES AND RESPONSIBILITIES
The primary duties and responsibilities of the M&E Officer include, but are not limited to:

  • Develop and strengthen monitoring, inspection, and evaluation procedures to ensure effective project oversight and compliance with established standards.
  • Implement and manage the Monitoring and Evaluation activities of the project, including data collection, analysis, and reporting.
  • Monitor project activities, expenditures, and progress towards achieving project outputs, recommending improvements to the logical framework as needed.
  • Develop and implement monitoring/impact indicators to assess success and sustainability.
  • Collaborate with project team members, government officials, private sector representatives, nongovernmental organizations, and civil society organizations to ensure effective project implementation and coordination.
  • Provide feedback on project strategies and activities, suggesting strategies for improving project efficiency and effectiveness.
  • Prepare and submit monthly, quarterly, halfyearly, and/or annual progress reports on all project activities in support of donor deliverable submissions or internal reporting.
  • Conduct capacity assessments on existing monitoring and evaluation systems, identifying areas for improvement and proposing appropriate solutions.
  • Support the development and maintenance of the Management Information System (MIS) to facilitate data collection, analysis, and reporting.
  • Collaborate with project stakeholders to monitor and evaluate the effects and impact of the project, ensuring alignment with project goals and objectives/
  • Participate in annual project reviews and planning workshops, contributing to the preparation of relevant reports.
  • Conduct data analysis and provide insights to inform decisionmaking and adjustments.
  • Develop and maintain monitoring tools and systems to ensure efficient tracking of project progress and outcomes.
  • Build the capacity of project staff and local partners in monitoring and evaluation methodologies and best practices.
  • Other relevant tasks as needed.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE

  • Bachelor's degree in public administration, international development, international affairs, engineering or construction, data science, and/or other relevant fields of study.
  • 3+ years of experience in a technical field, including M&E, data science, engineering/construction, and/or other relevant fields of work.
  • Fluent English and Arabic speaking and writing skills are required.
  • Ability to work from Berlin, Germany as a salaried employee on German payroll.
  • Dynamic selfstarter who thrives off of tackling complex challenges, identifying strategic solutions, and has the ability to collaborate well with diverse teams in both distancebased and inperson environments.
  • Strong interpersonal skills, including the ability to cultivate productive relationships with diverse colleagues and stakeholders and work collaboratively with diverse groups of people.
  • Ability to manage sensitive and confidential information with sound judgment.
  • Strong critical thinking, passion for excellence, and personal integrity.
