Duties:


  • Ensures coordination of and consistency of accurate, timely legal advice within established suspense's.
  • The incumbent will train subordinate attorneys new to the areas of fiscal law, ethics law, administrative law and civil law.
  • Participates with employees in developing performance plans and clearly advises employees, in advance, of what is expected of them.
  • Incumbent provides legal advice on U.S. personnel or administrative matters affecting the U.S personnel to include joint U.S. military personnel and US government civilians.
  • Prepares written opinions and renders legal advice on a wide variety of administrative law matters.
  • Serves on and advises various command boards and committees as assigned.
  • Serves as a SOCEUR Ethics Counselor, in accordance with SOCEUR ethics program.
  • Provides Freedom of Information (FOIA) and Privacy Act (PA) research, analysis, reviews and evaluates written responses to FOIA and PA requests.
  • Provides legal advice to policy makers on the legal impact of personnel policy in the SOCEUR area of operations.
  • Incumbent advises on any fiscal and contract law matters.
  • Advises the Staff Judge Advocate and SOCEUR leadership and staff on fiscal law issues.
  • Advises SOCEUR leaders and staff on Combatant Command, Service and DoD policies on fiscal law issues involving expenditures of appropriated and nonappropriated funds.
  • Serves as command's Federal Employment Law attorney. Provides legal advice to staff and supervisors on the legal impact of personnel policy on the Command.

  • This position may require immunizations and a physical.
  • A two year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance for access for the duration of employment.
  • This position may require the incumbent to submit a Public Financial Disclosure Report (OGE Form 278e) or a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive R.
  • This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.
  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs.

Qualification Requirements:
The following minimum qualification requirements must be met before applicants are eligible for further consideration:

Education Requirements:
Position requires the possession of the first professional law degree (LL.B. or J.D.)-
Experience: In addition to the requirements above, applicants for the GS-13 or equivalent Attorney positions must also possess 2 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.

Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.


Time in Grade:

The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position.

If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.
