Hauptaufgaben

Installs, configures and maintains operating software on all Housing Division computer systems. Reviews new and proposed software release packages and provides variation requirements. Installs new packages or updates software already installed. Coordinates and plans for the installation of new equipment and the movement/reinstallation of existing equipment. Monitors jobs in progress and all operating elements of the system to correct potential problems and ensure continuity of operations. Makes necessary adjustments during operations. Works with users to identify the true source of failures of applications packages, operating systems or hardware. Develops alternative ways for ADP job scheduling and modifies hardware and software configurations in order to accommodate new requirements, resolve system or software failures and increase operational effectiveness and flexibility. Independently resolves hardware and software failures by modifying system operations or job processing in a manner that allows working through or around the problems with reduced capacity, and readjusting the system when full operating configuration is restored, with the objective of keeping system downtime to a minimum. Determines corrective action to be taken in case of unprecedented system failures, usually independently resolving ADP problems, but on occasion, with the coordinated assistance of associates. Plans, schedules, and executes appropriate file and system backup procedures so that processing can be restarted at the proper point after system or software malfunctions have been corrected and system has been reloaded. Develops contingency plans to ensure continuity of operations during times of system failures. Prepares and coordinates standing operating procedures for all processes, situations and technical considerations concerning automated data processing activities within DEH ADP systems. Provides advice and guidance to the Housing Division Director and staff in the operation and maintenance of automated systems, and the capabilities of the equipment and software. Explains the information available within and capabilities of the automated systems to preclude the manual retrieval of desired information, and advises on the possibilities, proper procedures and technical prerequisites for further automation of manual work processes. As requested or in response to identified continuing operating problems, provides limited on-the-job training to computer Systems Users on the capabilities and proper use of software packages. Identifies off-the-shelf training needs for hardware and software users. Is the technical point of contact for problems encountered by other computer system administrators. Based on appropriate requests from Housing Division staff or need identified individually to accommodate specific, local hardware configurations or special processing requirements, modifies programs or program modules that have previously been developed by other sources and are installed in the DPW system, or are designated for installation. Develops basic database and utility programs using various standard programming languages in order to further automate DEH functions with "user friendly" applications. Considering the requirements and interrelationships of functional areas, develops proposals for automating manual work processes. Works with functional specialists in developing detailed system requirements for complex applications, for presentation to extra-organizational sources for formal systems analysis and development of software. On less complex processes, reports and data manipulation utilizes available software packages to independently develop programs for desired output. Performs quality analysis of output. Determines causes of errors or systems problems and takes corrective action or recommends technical solution to higher headquarters or local functional experts. Prepares necessary documentation for locally developed computer programs and modules. Conducts studies to evaluate the overall management performance of local housing operations and compliance with Department of Army and USAREUR regulations and directives. Recommends to supervisor actions necessary for improvement or correction of deficiencies to include recommendations for change of policy or procedure. Conducts research and consults with branch personnel or other service organization personnel involved to get background information and coordinate resolution. Reviews, prepares Economic Analysis, Market Analysis, Internal Control Evaluations and other special projects for the Housing Division. Conducts studies, surveys and analysis related to housing acquisition and management.

E&T Level III A: The completed apprenticeship must be in the Computer Science occupation (Informatikkaufmann/frau) or in another area that is directly related to the position to be filled; PLUS 3 years of job related experience as defined below. E&T Level IIIB, IIIC: PLUS 3 years of job related experience as defined below.

E&T Level IVA: The completed apprenticeship must be in the Computer Science occupation (Informatikkaufmann/frau) or in another area that is directly related to the position to be filled; PLUS 2 years of job related experience as defined below.

E&T Level IVB, C and D: The completed education, training and certification must be in the Computer Science occupation or in another area that is directly related to the position to be filled; PLUS 2 years of job related experience as defined below.

E&T Level V: University or equivalent graduation in a closely related field or study; PLUS 1 year of job related experience.

Or

E&T level V with a state certification in computer science (staatlich geprüfter Informatiker) or a diploma in computer science (Diplominformatiker), (general (Allgemeine Informatik), Industrial (Wirtschaftsinformatik), multimedia information (Medieninformatik), engineering computer science (Technische Informatik, Ingenieur-Informatik)), or equivalent; no additional experience required.

Job related experience: Any work experience that involves the technical planning, design, development, testing, implementation, and management of Internet, intranet, and extranet activities, including systems/applications development and technical management of Web sites. Includes experience in determining overall technical design and structure of internet services; monitoring functionality, security, and integrity of Internet services, and troubleshooting and resolving technical problems with the design and delivery of Internet services.

C-07:

• Position may be filled at the C-6A or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
